reducing car traffic is imperative to our future future climate and air quality goals
just along the lines of the climate, adaptation, emphasis? Sure, we've been receiving more and more applications
climate, adaptation, emphasis. visiting, resident artist, residency and indigenous artist fellowship
preserving an existing building that has embodied carbon in it that is relatively affordable.
identify some strategies related to energy, water, mobility, greenhouse gas, emission reductions
the gas service to electrification process for restaurants and stuff like that
we are modeling a variety of climate change scenarios
to offer people the mobility choices that will help achieve our community's climate commitment
to meet our community's climate goals we must offer robust connected and safe mobility choices
this is also a climate change issue as we know the pollution from bombs and all of that is really detrimental to our land
how much water is being used for these developments how much energy is being used for these developments
with the goal being to increase, transit ridership and best frequency to improve air quality and reduce greenhouse gas emissions
about 80% of that revenue being used to offset impacts on climate and air quality by
the airport's operations contribute substantially to air pollution and greenhouse gas emissions conflicting with our City's climate goals
this supports the goal of uh converting the entire fleet to zero emission battery by 2030
What will the climate look like under different conditions of emissions?
The climate is actually a biologically mediated dynamic.
Climate change was about more than just energy systems.
I had Curiosities just around the climate tax um and how much of that tax is used
And then the climate Action Plan Update. We expect that to align with our work in the parks and Rec system
Really, there's so much money in Boulder and for us to be so constrained looking at equity and moving into this climate era.
this code is significant step towards achieving our climate action goals
the greenhouse gas emissions is is quite small again comparatively I don't want to diminish that
a step in the right direction for achieving Boulder's Target of carbon neutrality by 2035
I I am eager for for more fiscal impacts and information from uh um a climate and and specifically water and energy perspective
on the headwinds climate and water are listed could you impact those a little bit what what are you seeing
adapting that existing structure with the use of cross, laminated timber or other mass timber elements to again reduce that carbon impact
maintain a really low impact on this building's carbon impact as it's put together, both embodied and operational
this project is really highly driven by energy and carbon energy performance and carbon reduction
so we don't have to get rid of any of that. Embody carbon off the tossing on landfill.
When you did your analysis under the BBC P. Criteria, C reduction of greenhouse gas emissions.
And this demo is an example of unnecessary climate change.
the city has very important and rigorous goals around carbon reduction
our ambitious Citywide climate goals are set pursued and period Aly updated in accordance with scientific consensus on the level of carbon reduction needed
increase Boulders carbon footprint and global warming contribution by propping open the doors to entice Shoppers inside
urge the community to celebrate the environments we call home and to share the city's efforts to slow climate
I didn't see any drive towards creating a a 0 carbon building design.
The wildlife is being paved over. There's tons of traffic and emissions.
this is this is climate action in one of the most important ways
we issue our greenhouse gas inventory. We issue our fleet and facilities inventory, our consumption based inventory.
a sort of a a scope expansion of the current climate action plan update to include the water literacy and biodiversity stuff
And this goes back to the lack the fact that we have 0 biodiversity targets on our climate piece.
Is there need to be a full lifecycle analysis and embodied energy tradeoffs between what's used to build the new.
The point is. This has carbon footprint that's costly.
So right now we've got 3 decarbonization targets.
It is exciting to have climate goals that were established in 2021.
or actually, the accumulation of our decisions are creating more carbon lock into future decades.
I really appreciate the goal of this project be net. 0 embodied and operational carbon emissions.
We're called to a different future by the melting glaciers, the crazy weather, the overheated planet
we really wanted to really impact carbon emissions, wouldn't we just have less units and less people?
the impacts to climate there our climate is also significantly impacted
including on climate where again the climate impacts of what is going on there will impact us here significantly
to support transportation and greenhouse gas reduction goals as well as broader sustainability goals
minimizing greenhouse gas emissions. And then I'll go on to just site.
Boulder residents passed the climate tax with just over 70% support in 2022
the city continues to work to meet the goal of an 80% reduction by 2030
overwhelming support of the climate tax renewal in November of 2022 which specifically supports Community wildfire and resilience efforts
We're front loading now the carbon footprint, hoping that these buildings last long enough to pay them off
also was excited to see the positive impact on boulders, climate goals
it's gotta be a huge number when it comes to emissions and and that's something we we can calculate
directly related to our climate goals of reducing greenhouse gas emissions by 80%.
you claim to be committed to climate and environmental issues do you really believe that climate is a local issue only polluting the world
reducing greenhouse gas emissions from transportation by 50% by 2030 will only be met if the city supports developments
do you have a sense of are there a set of targets you're looking at or standards
continued progress towards the community's emissions, reduction goals and and goals towards renewable and 0 emission electricity
where the primary mechanisms of the carbon emissions reduction come from, and I'm wondering.
we wanted to see your over your reductions and emissions between 2,020 and 2030, not something along the lines of like very little progress
But our goal is reduction. Our goal is not punishment.
we're encouraged to hear the staff is exploring ways to incorporate embodied carbon quantification and reduction
our analysis continues to show that we're already saving emissions. Simply by going to electric even with today's grid.
Are we actually reducing the carbon emissions. Yeah, no.
So major focus of this update is building electrification, which is the next major step towards achieving our climate goals shown in the infographic below.
that solar thermal that is functioning east and south will save the city $15,000 a year. Reduce carbon emissions by more than a hundred 25 tons
it does not contribute much to our to our greenhouse gas emissions
I mentioned the carbon footprint for the Rec centers. We measure our fleet and equipment electrification.
it's only with protected territory that will be able to stop climate change from happening and preserve our biome
Could there be a carbon reduction lens that we look at?
we should be thinking about holistically and systemically, about the climate implications of everything that we're doing
a comprehensive look across the regulations on how they might support a carbon reduction
it includes the 80% uh ghg reductions by 2030 on our electric and also delivering the clean energy by 2050
in December 2018 we announced our goal for an 80% emissions reduction by 2030
building electricity and gas usage still contributes the majority of Boulder's emissions
we are not on track to meet. Our climate and our transportation goals by 2035
I certainly think some of that is migration and some of that is climate migration and um and other issues and I think you know we're making needing to make investments
So if if we can do an electrification to target some of those building usages that can help cut that
So like globally food systems, emissions is around 25, some say up to like 42 greenhouse gas emissions.
instead of dragging trailers with horses in them up here that it's a big carbon footprint
the boulder District Court heard oral argument on a motion to dismiss in the sunore case which you might think of as the climate litigation
somebody with that climate expertise on the different teams that are currently exist
we have a vehicle miles traveled reduction goal it's related to a climate goal
council's policy state in position to speak specifically about reducing Statewide greenhouse gas emissions
launch the the second greenhouse gas uh I think it's called the road map road map 2.0
hugely important um clean energy plans that would require energy utilities to reach 100% carbon free
But my sense is there will be probably a more robust section on climate change and, some of the impacts of that
The community values around renewable energy and climate goals. For us to be able to contribute directly to that number
We're we're aware of community discussions around climate change and the fact that the magnitude of storms are getting larger and more frequent.
We're gonna be talking about how we talk about climate emissions reporting and alignment
all really in an effort to reduce carbon footprint, update commutes decrease traffic congestion, improve air quality
The city is trying to have more folks. Drive less for carbon footprint and climate change.
whether or not we meet the objectives of that plan and Boulder's assessment of trying to reach carbon neutrality.
even if they care about climate, it's like they're just trying to keep their business flow
reduce carbon, footprint, decrease traffic congestion, improve air quality
it impacts achieving our climate action targets and decarbonizing our building stock
I have two questions on I guess climate and energy strategy
we do have uh bonding capacity against the climate tax that was authorized uh by voters
and that's big savings. It's a savings of carbon footprint.
our inventories as we do them follow what's called the global protocol for community scale greenhouse gas emission inventories
We've been calculating our greenhouse gas inventory annually, and that just helps share our community submissions data each year.
This is our community Ghg, or greenhouse gas, emission stata, dashboard.
Emissions continue to be. You know, one of the biggest areas where we're seeing increases.
the greenhouse gas inventory that the climate initiatives department released
improving safety, and moving us closer to reaching our climate targets
2023 165 mentions
that is reducing greenhouse gas emissions. And so I would ask you to take a close look
because there's a lot of embodied carbon in there
to talk about climate action and natural climate solutions specific to expanding on our urban canopy
natural climate solutions as an opportunity to fight, fight climate change
the climate team be a part of the core group um and if they're not a part of the core group um what is the way to ensure that there are synergies across um the climate work
it also uh speaks to The Climate initiatives uh strategies that we have with a sustainable future we want to provide a robust and high-performing Park
we might have drop the climate initiatives from the memo we did include climate initiative strategy in our key values in our RFP out to our Design Consultants
Boulder climate action has 18 full-time employees exactly what do we get for that
the climate initiatives uh Department received a total or is uh increasing a total of 1.4 million
this is a way for us to completely avoid those carbon impacts and emissions and bring bring this into a true circular building
in terms of use in terms of climate issues, sustainability, resilience, all of the environmental attributes
They have requirements codified within the partnership agreement to hit certain emission reductions year over year between 2020 and 2030.
and we support the city climate's goals uh this area will be part of
what really matters is the amount of greenhouse gas emissions reductions per dollar that are produced
how do we do our part to combat climate change
I would appreciate if the city would express its climate strategies in ordinary plan English
You know climate change is coming. These snow events are going to get larger, more frequent, and more severe.
there is really critical climate research that comes out of neon aviation and scientific aviation.
moving towards the city's goal of really that Net Zero um net zero emissions by 2035
really looking at moving the needle on embodied carbon not just operational carbon
the city's aiming to achieve carbon emission cuts of 70% by 2030
regarding sustainable building and a time of climate crisis. These issues really seriously need to be considered
I'm thinking about the fact that some of our city owned nonprofit operated venues are not ready for climate change
And we've talked a little bit about this with Westminster and a lot of the front range communities is, climate pollution reduction grants.
At the same time, I want it to be much overlap with, with the community for climate action
a renewal and expansion of the Mandate for electric vehicles it consist of 82% of sales
as part of our overall. you know, or overarching issue with client climate mitigation
they were all Guided by the boulder uh Valley comprehensive plan our transportation master plan and climate action plan as well
to me this seems like something that is going to continue getting worse as our climate gets more volatile in the coming decades
especially now as we know climate change climate chaos is upon us our people need resources
the community's climate action efforts learning more about Energy Efficiency and participating
the city of Boulder has declared a climate emergency and is committed to acting quickly in a way that is broad-reaching
helps avoid power plant emissions that can harm our health pollute our air and warm our climate
one of the more sort of theoretical conversations we're having is how does this really to climate change?
the comment we received about how we characterized climate change and how we're considering that we think we want
the climate change situation that that we're facing as well as potential curtailment of supplies
Sort of an adaptation, mitigation, climate change. But to have a pooling effect on community on the on the area
as we continue looking at a long-term Financial strategy for the fund the next is our dedicated climate tax
Energy Management which is a facilities program that focuses on the Strategic approach to the city's energy profile carbon emissions and renewable energy sources
this slide specifically focuses on the 1.5 million portion of the climate tax
improving things like air quality and reductions on in our on climate impact
reductions in vehicle. Miles traveled and then resulting greenhouse gas emissions
we're in a climate crisis. You look at intergovernmental panel on climate change
everything's important emissions as well as carbon capture so that can take place in terms of our state policies, our greenhouse gas roadmap.
Carbon emissions by 2030 they have to be at least 80 that they are going to release
And this is also a really important way to achieve our greenhouse gas objectives, and it's important for our transit
let me clarify that it's not only an all electric building, but some net 0 carbon building.
aiming to be Colorado's first net 0 carbon and all electric life sciences building.
improve our visual world and and and and make a dent in our climate goals, our transportation goals
that's for the ccrs and climate tax primarily so we are contemplating that we will be needing to or wanting to issue debt in the future
I look forward to seeing what you do with climate initiatives and to continue to work together thank you thanks so much
speaks to you know, energy, conservation and sustainability, and a number of environmental and climate related aspects
lighter resource usage in greenhouse gas emissions without putting a shovel on the ground
this is full-blown climate emergency this town is full
and can meet a lot of our transition and climate goals
Now, of course, telework we're a trip is not taken is is great for our greenhouse gas emissions and those things
and also with our climate goals as well
helping meet some of our climate goals like zero waste businesses
the second is climate change this one is fairly obvious but having less cars on the road leads to less CO2 emissions
We often site that addressing climate change is important to us.
But as climate change and extreme heat worsen, they're taking an urgent public health role.
we're also eager to be including strategies for climate ready Landscapes and flood resilient design
through infrastructure designed to help our community and natural disasters and to mitigate against climate change
So thinking about how my body carbon fits in to that, we asked
If you watches that discussion was really themed as a climate discussion
We're targeting a net 0, and by carbon selection for the materials.
our going to be things that don't wind up in the landfill or otherwise release carbon.
in 2,021, on road emissions accounted for 26% of Boulder's greenhouse gas emissions.
I recall in our water supply planning when we started to bring in the climate change science into the work
They really focused on how we're going to deal with climate change, maintenance and also community outreach.
thinking about folks who are really impacted by the climate crisis even here in our own Community
going to look at more uh of the carbon aspect and kind of carbon reduction
making our buildings more energy efficient as we look to move to Net Zero Energy as well as Net Zero carbon
one the goal of reducing greenhouse gas emissions to achieve the city's scope 2 and scope 3 Net Zero carbon emission goals in the excellent new cool Boulder program
if you believe climate change is real it is a moral to densify Boulder without accounting for climate driven decreases in water
this would be about showing strategies for reducing greenhouse gas
to try to reduce greenhouse gas emissions along the Front Range
we saw that hospitals with health care for a huge portion of our body carbon
buildings in and of themselves, account for about 39 of the greenhouse gas emissions that are out there
the city has a vision to reduce our carbon emissions by 70 by 2030 reach net. 0 carbon emissions by 2,035
The last piece here that I wanted to to really touch on that really brings everything. Full circle is just this idea of carbon reduction.
the city of Boulder has a carbon reduction emission or carbon emissions, reduction of 70. We're targeting by 2,030
It's not about traffic and minimizing greenhouse gas emissions from vehicles. It's not about how changing land use would change greenhouse gas emissions.
I would strongly encourage to look at geothermal heating and cooling
there are an increasing number of grant opportunities that help projects meet climate goals
as we consider investments in these buildings we do see a big potential to convert these systems to better align with our climate commitment goals
to evaluate the climate effects of any new project
vital carbon sequestration removes over ten thousand pounds of CO2 from our City's air
our field trip and our model building convinced us how important flood mitigation is to our community resilience to climate change
all the students in fourth grade have been studying climate Solutions and climate Justice
how are they going to perform in a future climate that is shifting.
our climate initiatives folks could expand on in terms of working with Community
hearing from what some folks in East County experienced in a climate crisis
increasing efforts to meet greenhouse gas goals, deadline supporting current council priorities
some examples of focus areas could be about communications or climate, and how the climate action plan
Other benefits of E bikes include reducing emissions and increasing personal savings.
sequestering CO2 and helping to lessen the effects of our warming climate
These are greenhouse gas inventories, tracking emissions, associated with products and services.
so if you drive an electric vehicle around town, the emissions associated with the driving really was produced outside.
And so this talks can be a little bit overview of our community greenhouse gas inventory which we've been doing for a while.
on the carbon dioxide emissions or greenhouse gas emissions side this is roughly equivalent to maybe a few vehicles
we're hearing the climate initiatives department so we often are here to talk about greenhouse gas emissions
If the city is truly serious about reducing traffic vehicle, Miles traveled and carbon emissions
I'm interested in pushing the department on issues of sustainability and environment work to climate change and transportation.
join the city's efforts to slow climate change and build a more resilient and Equitable community
our community has a legacy of adaptive leadership in taking a holistic approach to climate action
who are looking at now very directly through the land of climate and resilience.
our greenhouse gas emissions actually were 80 to 200% reduced in in our transportation for this
Reduce greenhouse gas emissions and and improve safety through vision
we are building on the success of the right here right now global climate Summit
trying to reach climate goals while making free parking, sacrosanked in the city right away.
I mean, we need to give people options to live in and low carbon footprint neighborhoods.
building performance with significant carbon footprint reduction in embedded in use carbon
we want to be aware of climate change. Prepare for the future as much as possible
the focus on environmental and climate change initiatives
we really need to decrease our emissions from landfill and actually put our money where our mouth is on environmentalism
first because native plants often require little to no lawn maintenance there is substantially fewer emissions by Lawn Care Equipment
I'd like to voice my support for council's project aimed at addressing the emissions caused by Lawn Care Equipment
we're already using the emissions that go with that when it makes sense to optimize that as much as possible
air, quality and emissions and traffic disruptions around out the biggest 3
It's not just a climate action. I think it tends to unnecessarily use public resources
and we certainly want to reduce traffic delay, since that contributes to increased greenhouse gas emissions
we want to see our curbside management policies and practices as contributing to our community goals around transportation and and climate
first was to a that really looked to enhance and accelerate a lot of our investment and work around climate
making climate initiative expenditures out of that new climate tax fund
as far as our investment of our climate tax dollars and other sources of funding, really leveraging what's out there
so they're going to have higher emissions overall, including not just greenhouse gas emissions, but ozone farmers
climate impacts in terms of emissions. Health equity concerns, as well as our ecosystem stability
There's one and a half 1 million dollars of climate tax that is, that is available to to move this work forward.
there are a lot of climate benefits to having an urban canopy. We also are facing a pretty severe water shortage in the State of Colorado
as we're moving forward in a carbon constrained world, let's say, you know, the idea of 15 min neighborhoods really has real appeal
put forth exciting climate initiatives climate goals as well as a council res resolution
accelerating the work of the state's greenhouse gas roadmap starting to look at that
last November the climate tax passed and I think now we really have the opportunity
So I. I want to live in a pedestrian district where I can have a light carbon footprint.
We're exploring innovative sustainable strategies, including sensitivity t0 0ur carbon footprint, energy efficiency measures.
I don't feel like. The building at this point is is meeting the sustainable urban form Definitions in the Boulder Belly comp plan.
design to create a sense of community and address the natural environment and climate concerns
Xerxes is a partner in the cool Boulder campaign focusing on natural climate Solutions and collaborating on establishing
We're anticipating a reduction in greenhouse gas emissions due to increasing number of people who make trips closer to home
As usual, boulder is out ahead on climate, and our new East Boulder Subcommittee plan actually meets a lot of these requirements already
make a big difference in our region's. Greenhouse gas emissions, increasing residential density, increasing job density.
land use policies that reduce greenhouse gases and discourage unnecessary single occupancy Vehicles
pollution and carbon emissions impacting Beyond Municipal borders the Denver metro area is currently in severeign standards
but our goal is greenhouse gas production and the only way we can get there
Is there going to be an analysis of the climate change impact in terms of emissions in particular
We're called upon to do this by the melting glaciers and the crazy weather, the overheated planet.
it said reduce greenhouse gas emissions but there is not yet a project to reduce emissions from
we seem to soften our climate language and so I'm wondering why we went from reduced greenhouse gas emissions
it just requires that a building or an addition that's thirty thousand square feet or greater to either be Net Zero
to get involved in climate action themselves by creating a mini-sol bag
some of the science basics of climate change, and how it is impacting our community right now
how our community is facing multiple crises, and in the relating to climate change
Would that would, you know, meet a lot of our goals around climate and inclusion
eliminate the climate action plan tax in chapter 312 and then revise chapter 313
we're anticipating a reduction in greenhouse gas emissions due to increasing the number of people who make trips closer to home
so the region has some check in points on how we're doing on our greenhouse gas emissions.
Greenhouse gas emissions things like increasing residential density, increasing job density, having more mixed use, transit,
emissions related things that impact on our air quality and especially for those who are living really close to the airport
that relates back exactly back to greenhouse gas emissions so to have the benefits greenhouse gas benefits
we could eat possibly double or even triple the amount of greenhouse gas savings because of increased induced trips
the transportation master plan goal of Shifting trips away from motor vehicles and reducing greenhouse gas emissions
that are that are, you know, preserving our carbon footprint in Boulder
love the pre planning for the electrification for cars and bicycles and the accommodation of the sprinter vans
That electrification is that we have a cleaner energy source doesn't get cleaner than on site
2022 152 mentions
The energy conservation or the greenhouse gas emissions reduction criterion has been greatly simplified
I would like to add those 2 environmental kind of climate action that we're starting to see with our upgraded carbon footprint requirements
ballot issue 2A can concerned the climate tax which was a Tabor action that measured past
that it has to comply with the greenhouse gas emissions
to create a greenhouse gas mission budget for every region.
having the affordable housing. having the climate mitigation. and from having the transit oriented development
possibly a Discussion about our Broader Departmental and Organizational Climate Action
I'm at stabilization Carbon, climate, you sure, yeah, climate, stabilization.
permitting a more climate, friendly type of development, which I know is a a big concern
This is about environmental stuff, that's what you were talking about.
the Climate factors will significantly change the quality of this plan
how is this Project respecting the land in the Climate
we're anticipating a reduction in greenhouse gas emissions due to increasing the number of people who make trips closer to home and work
the latest intergovernmental panel on climate change report lists increasing density as critical for saving the planet
2021 Senate Bill 21 260 established greenhouse gas reduction targets for state and Regional Transportation plans
We don't have facility specific goals around reducing vehicle Miles traveled. It is a citywide goal.
and since revenue impact is reasonable and directly supports the climate goals.
the recent claims of Boulder's carbon reduction tied the fact that most of that's due to excel's additional Renewables not Boulders separate actions
that's where you need to have your eye on the pie for carbon footprint right carbon footprint
in the face of changing climates and the need to sequester carbon
I don't know that it it's currently a priority for our climate initiatives
and so twenty-six thousand pounds of greenhouse gas savings
transportation-related greenhouse gas emissions that's the bottom line right we're trying to shift trips
Eab and other and a certain our climate initiatives department to, you know, Look at.
we've right taken ourself to the brink of climate emergency
I should think, about the city's climate goals, our equity goals, our transportation goals
and also the greenhouse gas savings. It's going to be need to factor those in as we move forward
The resulting greenhouse gas savings is approximately twenty-six thousand pounds, which is equivalent to about
replace motor vehicle trips to reduce greenhouse gas emissions
in addition to providing critical funding for Boulder's climate work we uh the uh measure
Boulder voters have approved two measures two a and 2B that will support climate action in the community
apart from the greenhouse gas savings and so again. Here's where?
ultimately stems up to reducing our overall greenhouse gas. Emissions so from a transportation perspective
transportation related greenhouse gas emissions. Now that is the overall goal for the cities shared by a mobility program
the numbers look amazing uh in terms of number of car riots reduced in the amount of carbon emissions that we'd be able to reduce
over the course of the year there was about twenty-six thousand pounds of greenhouse gas savings, and that's that's the equivalent
the boulder climate and action narrative will try to convince you otherwise why because that simple solution would end some of their jobs
the climate action ballot questions a pair of no's are a good answer I want carbon reduction fast and honestly documented
adding extra vehicle miles traveled or VMT to any trip which emits additional greenhouse gases
the broader full- encompassing climate, action, strategy of the city
Push the governor's office to consider caps and not just performance standards that may not lead to the resulting greenhouse gas reductions
There's 2. The first one is one that's title of climate change and community resilience.
so that we can make them as carbon neutral
And you know it's it's 2022, and we have a climate issue, and we need to think about these things
So when you're looking at the greenhouse gas emissions for the program. Are you accounting for the maintenance vehicles?
the approximate greenhouse gas savings metric tons. Eleven point eight. That's something.
reducing our traffic congestion and in greenhouse gas emissions, so we see micro mobility as a tool to accomplish a lot of those things
climate inaction has the logic wrong Boulder government has electrified their own buildings and helped rich people Electrify their homes
I'll take this reminder to vote Yes on 2A for our climate tax and also the County ballot measure
what are the barriers that are preventing or impeding your ability to get things done around your climate plan your greenhouse gas plan
try and meet some some lofty climate goals. And uh, we, we appreciate the time that the board
i'm concerned about climate change with cars sitting there idling for no reason
Ipcc tells us. Ipcc tells us that we have uh to get a compact development in order
exactly how much carbon is being reduced by hiring 18 or more people a simple cost benefit analysis will answer that
why on Earth would I oppose spending Millions on climate change I'm opposed because it isn't being spent wisely
same thing with new climate tax in addition to that we have an expiring 0.15 percent general fund sales tax
Parking for them is really important for opening up options for people who want to live that way, because we've declared a climate crisis, and
meeting last night and approving the greenhouse gas mitigation reduction plan
some of our climate work I know we've got a climate attacks but in some ways there isn't enough money
another maybe some of our additional climate action goals and programming associated with meeting our climate action goals
climate change is the cause of this but Boulder's climate action is more focused on growing a bureaucracy with little cost benefit analysis
the city is a leader in climate action adopting clean energy and energy efficient programs and we have pledged to reduce greenhouse gases
which helps avoid power plant emissions that can harm our health pollute our air and warm our climate
how we need to be much more aggressive to reach our greenhouse gas emissions we need an additional 40 reduction in the transportation sector
we talked about uh climate that's an up front of mind for you and thinking through how to work on the messaging on that
low stress connections that will contribute to mode shift and thereby reducing vehicle miles traveled in greenhouse gas emissions
the new climate tax would replace that tax and the utility occupation tax that is on the ballot in november
as well as certainly maybe something from the climate tax and so um i i just wanted to get some thoughts
with the climate tax being a way to sort of augment and or or enhance the work that's already being done
since climate change has exploded since then we should plan for even worse
as the climate crisis creates unpredictable conditions that development projects such as a third CU campus would worsen
to what extent do the greenhouse gas emission reduction criterion apply to larger buildings
we were trying to look at thresholds for what what typically becomes what people perceive as a large building
for greenhouse gas emissions that's so linked to something our community cares so much about
authorizing the city council to replace the existing utility occupation tax and climate action plan excise tax with a new climate tax
this is amendments to the climate tax that are recommended by staff after we looked at it more carefully
you know that recent climate tax poll that we did of uh voters right show that climate is a top issue
and also regarding your climate tax i don't support a climate tax while you support building
this is the climate tax slide that we talked about the um this imposes a new climate tax that is levied like
i think one of the commenters mentioned that it was sort of an arbitrary amount that we were putting in place for the climate tax
we could get some I think the climate, a new climate initiative at the city cabinet level
we do a service to the public, by making it clearer about what we are and are not doing with respect to align it with climate science
so those aren't represented in the cities climate work and those concepts are not represented in our transportation rtmp
including decarbonisation including climate resilience, including the need to move to structurally change our system
the carbon footprint of the recreation centers volunteerism all of these align with the key themes
sustainability and resilience will guide everything that we do so that our work both mitigates against and prepares for the impacts of climate change
this says nothing about the added greenhouse gases from increased traffic
the fleet's the fleets in the region are TD, as well as the city's hop fleets we're all looking and taking steps for electrification
I heard interest earlier in electrification I think that's that's obviously one topic we'd love to further discuss
which is increasing bmt and JC emissions in our commercial districts
Trying to make basically create a the entire block is net zero energy and deploying all the sorts of new technologies.
if you ask for more money for climate change in november and don't have precisely defined actions
IPCC says that compact development is a necessary condition pretty colonization and they'll
if I look at this from a climate action perspective
cu invests student money in oil and gas sealing their climate fate
i have lots to learn but i've learned how boulder a town i dearly love has managed to fail on climate change
the planet burns floods and dies while boulder fiddles with climate change i know you've heard me say that many times
electrification will also have a big role to play in greenhouse gas emission reduction everything from e-bikes to e-buses
will result in a 28 reduction in greenhouse gas emissions as compared to other scenarios that were modeled
to really turn that dial on greenhouse gas emissions and vmt reduction
it's called a global climate crisis and this limitation is ludicrous in its blindness
the planet burns floods and dies while boulder fiddles with climate change
priority objectives for things like reducing greenhouse gas emissions from the transportation sector
if it was just the climate tax pledge and did not have that general fund support as a pledge
with respect to the climate action plan tax you talked about that on february 22nd of this year
replace the expiring climate action plan tax and utility occupation tax with a new five million dollar climate tax with debt authority
overall greenhouse gas emissions are going up right um just because there's more people right
per capita ghg or greenhouse gas emissions is 28 less than if current trends continued
one of the most important benefits of a well integrated land use and connections plan in east boulder is the potential to reduce greenhouse gas emissions
let's have 15 minute neighborhoods let's have a carbon neutral city.
We have a climate crisis and our housing is related to the climate
these dangers and the ways that our climate is changing
given the urgency of taking actions to combat climate change
the planet burns floods and dies as boulder fiddles with climate change
this presentation is about boulder climate action continuing to ignore wind source and wrecks
i'm thinking about our climate goals and the fact
cities are critical for Climate Action i'm in part because urban areas, generate the majority of the missions
we have to reduce sorry climate pollution, as the people around 2025 and then rapidly decline
change how we use xyz block xyz something in front of your business to better achieve our greenhouse gas goals
to do things to decrease um the climate emissions the carbon emissions uh from many of those buildings
I want to encourage you to do everything in your power to make sure that we move away from coal and gas as soon as possible
given the evidence that retiring PBA 3 before 20130 will reduce both emissions and costs
my request is that the city report quarterly how much estimated greenhouse gas reduction has been accomplished by each of the projects
coal plants emit usually one to five million tons of carbon dioxide a year
i do a lot of work on climate change so i wanted to bring the council a little bit of an update
we see a lot of value, just like I mentioned earlier in the greenhouse gas and bmt reduction
I think i've got a little bit of a philosophical disagreement with staff on the bmt in greenhouse gas reductions
there's a lot of references over 40 references to climate here
that will reduce climate emissions and it'll save colorado one's money under energy bills
is the critical flaw of the climate tax for residential users
my previous presentations prove that the utility occupation tax is a carbon tax
they're gonna be moving into like net zero homes i think that's significant
the planet burns floods and dies while boulder fiddles with climate change
this presentation is about using the boulder occupation tax a carbon tax in an equitable way
we are the terrorists for not addressing climate change which is what caused the fire along with the coal mines
the planet burns floods and dies while boulder fiddles with climate change rex can help us achieve what we want
this presentation is about using the boulder occupation tax a carbon tax in an equitable way
combining solar incentives with wind incentives we could get to 100% Renewables either today or very soon
occupation tax a carbon tax in an equitable way my previous presentations prove that it is a carbon tax
rle making happening at the state level around um greenhouse gases
resilience and climate justice efforts in partnership with many of our local equity partners
under the environmentally sustainable category we know that all our departments are working hard to address climate change throughout their work
to put it bluntly we obviously did not avert the climate crisis and so now we need to ensure
so the state greenhouse gas rule has been adopted by the transportation commission
item 10 state greenhouse gas uh ghd update again another kind of
developing a vmt you know a specific plan and to help reduce greenhouse gas emissions
also thinking just about the potential reductions and emissions and things like that that add to the collective safety
when you think about climate really driving so much of what we do and transit being such a fundamental part
really be true to sort of reducing greenhouse gases, improving air quality and really trying to strike a greater balance
have every home and Business in Boulder with 100% Renewables today
so the net cost to be 100% Renewables is $24 for the whole year slide three
this presentation is about using the boulder occupation tax a carbon tax in an equitable way
2021 114 mentions
Boulder collected $88.2 million in carbon taxes and more than half of that was never used for real carbon reduction
that's a percentage of your total energy bill it is a carbon tax
And our climate goals our climate crisis and give it to Community vitality
cut down on carbon emissions to me every little drop matters
compact energy efficient housing near jobs creates opportunities for people to live with low carbon Footprints
I don't think that I'm alone here in uh panicking about the climate crisis uh I would really like to stop having Smoke Filled Summers
forecasting what those changes to vehicle miles traveled and therefore greenhouse gas emissions could be
they've really challenged us to make a more explicit link between our climate commitment
carbon tax should be used for carbon reduction but that's not what it's primarily used for
the first two advisory panel priorities were number one 100% Renewables and number two building electrification
we ask you to look at the uh climate change negative climate change impacts right here right now in Boulder
has used her voice to amplify issues of racial equity affordable housing climate action and strategic planning
on issues ranging from homelessness and affordable housing to municipalization and climate crisis resiliency
the boards of the colorado solar energy institu solar energy industries association and
so one says no i'd rather say let's talk about climate let's have it let's do the grand
success looks like reducing bmt reducing greenhouse gases, improving safety to get people out of their cars
tonight's resolution is part of a sequence of conversations uh that we are having on our local climate action
reducing emissions 70% by 2030 against to 2018 Baseline second becoming a net zero City by 2035
climate change is a crisis it places a disproportionate burth burden on our most vulnerable population
achieve the same result boulder currently collects about seven million dollars a year in carbon taxes
climate change is an existential threat yet not one public meeting of the excel partnership advisory panel has occurred
second climate change has already changed our world but there's a lot worse things to come
going through a rulemaking process currently about greenhouse gases
boulder currently collects about seven million dollars a year in carbon taxes four million dollars of those carbon taxes would make all of boulder's electricity carbon free today
climate change is an existential threat yet not one public meeting of the excel partnership advisory panel has occurred
that's not a climate change solution that's a climate change disaster
our net zero standards at that time which will be stricter than they are now
the simplest ways to accelerate engaging boulder citizens and carbon reduction are solar incentives wind incentives a renewable energy certificate broker
respect to climate change and engaging boulder citizens in what some of you have correctly defined as an existential threat
our world is in a climate emergency transportation is the leading source of CO2 emissions in Colorado
not only carbon dioxide which is a greenhouse gas emission but also carbon monoxide and hydrocarbons
the Big Goal that the campus has is full carbon neutrality by 2050
what can we do from a regulatory standpoint to reduce ghd emissions
back in 2019 and we passed house bill 1261 to reduce greenhouse gas pollution
proposing a new standard to reduce greenhouse gas emissions from the transportation sector
the governor's road map for production of greenhouse gases need to reduce their emissions by 4.7 metric million tons
there's going to be greenhouse gas emission regulations that are imposed on the oil and gas sector
i'm extraordinarily skeptical of direct air capture as being scalable enough
not only is net zero feasible on the site, but it will be cost effective to accomplish
to make sure that we're we're really focused on our key uh community goals including climate action
one of those additionally is climate and climate action so i was just curious what kind of thinking might have gone into
i think that building electrification is a hard nut to crack
reducing our greenhouse gas emissions bringing us closer to meeting our Master transportation plan goals
transportation is the single largest source of greenhouse gas emissions in the United States today
dramatically cutting emissions of greenhouse gases like CO2 as soon as possible is necessary to avoid the worst consequences of climate change
we can greatly reduce our carbon emissions and we can greatly reduce our unfilled unfunded liability portfolio-wide
in order to meet these climate goals but if we do take these measures
concluded that 75 of our emissions come from 25 of our portfolio
Essentially. it's not going down enough for us to reach our goals by 2030.
There are a variety of ways that we can measure GHz emissions with each of each with different assumptions different methodologies.
According to the greenhouse gas inventory for the city approximately 29% of all ghd emissions stem from transportation related activities
a lot of the discussion about climate goals and how we can address our climate goals
one of the things that we could do cap capital expense wise um to addre to meet our climate goals
we have an overall lens of resilience and focus on our climate with the climate emergency
are moving to a net zero policy Boulder moves forward on developments offering bare minimal affordable housing
transportation system resilience progress towards climate goals safe and prepared Boulder
the SE Del in 2013 found that producing a coat with fur produces five times more greenhouse gases than any other fabric
passing 12 climate-related bills in the legislature installing various renewable energy infrastructure projects
these last two priorities here are related to environmental sustainability particularly climate and energy
reduce their carbon emissions relative to single-family homes
boulder's ambitious climate goals require a broad effort as it relates to city capital
we do have a special climate category but these certainly include retrofitting to our climate
complex problem because you can address the travel habits with parking pricing and maybe not really impact the carbon emissions piece
the leaders of the current effort are the same people who spent 60 to 100% of their time on the mun instead of actual carbon reduction
some on city council rightfully call existential climate change the headline in the Sunday camera was City to adjust climate approach
principal legal adviser to the city's climate municipalization effort that spanned 10 years
given boulder's responsibility and capacity to act we're proposing to get to net zero emissions by 2035
for a likely 66 chance of staying within this carbon budget the global community must get to net zero
it was the report on how we were doing from the paris accords that were passed in 2015
my goal is to accelerate carbon reduction in order to mitigate the imminent and current destruction caused by climate change
and they will be driving in if they do get a job in boulder and that increases our climate change
our accounting systems for greenhouse gases really are biased towards looking at energy systems
the energy systems are still a very important driving factor of climate change
the stated goal in that document is for an 80 reduction in greenhouse gas emissions by 2050 for the city
left with exactly what I tried to push since 2014 solar incentives wind incentives renewable energy certificates and energy use reduction
regarding Boulder's slow progress rather than rapid carbon reduction the community effort sucked up 10 years
also very much so uh greenhouse gas reduction both through
provide ideas on how the city can combat climate change and these breakout sessions focused on
the climate change youth Summit um I really enjoyed this produ project
it's not climate smart either as it would bring 7 000 more cars daily to south boulder roadways
there's a relatively large concern when we talk about trying to mitigate our greenhouse gas impact to to the city and the planet
there's basically three broad areas of climate action that we should be taking
should we come out with a new climate action goal of Net Zero by 2035
everything up to that point had been framed in the context of emissions reduction
it has sparked the conversation we hope to carry forward um once that ruling comes out that Carl mentioned from the air quality uh Control Commission about um greenhouse gas emissions
having greenhouse gas emissions be one of the significant factors is is going to be a major change secondly I want to talk about energy
it has to do with climate action um in terms of things that have happened that Council would be interested to know
have shown that what's needed to avoid the catastrophic climate change conserve species secure essential
So it's certainly address like I said, our. Major greenhouse gas emissions
often stumble over what net zero really means what is being measured what was actually accomplished
we frequently have talked about the role buildings play in emissions, both in terms of our electricity consumption
this presentation provides a path to fast carbon reduction using solar next slide rooftop solar may not be the absolute cheapest path
Red Cross has clearly stated that the devastation of climate change far exceeds the devastation of Co
any one of these Alternatives could have us at 100% Renewables today it'll be a mix of solutions that get us to our goals fast
it's really to advance our goals around our greenhouse gas emissions reduction
council has also endorsed a package of relatively ambitious energy targets including an aggressive 100 renewable electricity target by 2030
electricity generation and energy more broadly has consistently represented the majority of boulder's emissions and that really makes it a key target for our climate action
a need for a city manager with strong climate abilities climate remediation abilities and motivation
so it'll determine so many things about how we move forward on climate
given that we're in a climate emergency we must give a high priority to hiring a city manager who not only prioritizes environmental action
the climate action plan tax or the cap tax is expiring in march of 23
one of the things that you'll see in the new climate action draft that we're developing is that we're saying climate action now
climate change initiatives that the fully address our climate change initiatives to ensure quality of life
related to reducing greenhouse gas emissions and responding to climate change
so much you know carbon dioxide was emitted in the creation of this
bring the site near or to net zero
WORK WE'RE DOING O ON SEAMAP AND WE CANAN HEAEAR ABOUT I IT T THIS YEAR THAT WOULD B BEE GREAT FOR ME
ELECTRIFICATIONN HASAS HISIS BEN PART OFF OURUR ONGOINGNG WORORKH ININ TERMSMS O OF CLIMATE INITIS
the work that we've been doing around carbon sequestration both on agricultural lands and open space lands
moving forward with any policies that support electrification including you know trying to move towards net zero
the model all the modeling i've seen to meet our climate goals shows we need to electrify everything we can
saving more than 23,000 tons of carbon which represents a 43% reduction in carbon emissions compared to that of new construction
slowly evolving carbon reduction is likely worthless or too little too late we need to move fast and quit fiddling
tackling emissions one building at a time is not scalable and here's why
2020 98 mentions
instead of pursuing real carbon reduction we need to find real experts at solar incentives wind incentives renewable energy
it's essential that we lose the unnecessary staff and find real experts at achieving fast carbon reduction
assists the surrounding landscape absorb the shocks and stressors of a changing climate
how do we address ongoing you know climate change and some of the more extreme weather events
and make us a substantive contribution to our overall climate objectives
Now say the utility has to achieve in terms of decarbonisation which by the way their
reminding them that the way we produce electricity is that by far the number one contributor to our greenhouse gas emissions
Denver has similar emissions and renewable energy goals to Boulder
it's reducing um carbon emissions as and part of that is taking carbon dioxide out of the air
for an 80% solution cutting carbon emissions by 80% doesn't solve anything
Who's actually whose carbon footprint is bigger, you know.
emission goals that um that the that the uh the governor's blueprint um greenhouse gas um plan has identified
the fourth item is requiring State and Regional Transportation plans to demonstrate that they are reducing greenhouse gas emissions
to really reduce the fugitive methane and and greenhouse gas emissions that are tied to that
I will not get solar until we Municipal eyes and that will be 2024 or 2025 depending on if EXL meets their emissions standards
so that would mean an 86% reduction in carbon since a single bulb typically sells for less than $2
wasting resources that should be applied to direct carbon reduction then we're just making the same mistake over again
one of the things that's clearly changing in climate action broadly is that
the amount of CO2 that moves through it on an annual basis is really big compared to the total human output
So this is a bit of a shift in the paradigm from carbons, a problem. We just need to get it out of the atmosphere
encourages travel behavior change to meet the city's transportation and climate goals
the bad news is that the US greenhouse gas emissions are still over 5.7 billion metric tons per year
we are experiencing an increasingly alarming climate emergency terrible wildfires around us
money and reducing our carbon footprint maybe now we'll replace all our own street lights with LEDs
whether real carbon reduction rather than a shadow mun is what occurs
clean energy is a foundation for reaching our climate goals this is no time for an 80% solution
to advocate to rtd for the electrification of buses in boulder um to reduce air pollution
since transportation is one of our very largest source of greenhouse gas emissions and our electricity supply is getting greener all the time
boulder claims to care about climate change we even have a climate action plan and yet our housing policy creates sprawl
our greenhouse gas impact but the only the only thing i would just say again is what will move the entire system
maybe half of our co2 emissions is related to our electricity but we're electrifying transportation at a very rapid speed
because essentially what the franchise agreement does is guarantee that excel will reduce their greenhouse gas emissions relative to 2005
that's how we can get at that that climate commitment um and really tie
um elements that would um Point towards um carbon sequestration or the efficacy of the efforts
explanations of Boulder's commitment to responding to climate change fostering renewable energy and healthy ecosystems
vehicle emissions sort of um you're breathing it in as you walk
THE END GOAL TO REDUCE CARBON EMISSIONS AS QUICKLY AND EFFECTIVELY AS POSSIBLE
ALL EMISSIONS INCLUDING FUGITIVE METHANE ARE TO BE INCLUDED IN THE PROPOSED EMISSION TARGETS
THE AGREEMENT PROPOSES USING THE CLIMATE REGISTRY TO TRACK MEASURE AND VERIFY PROGRESS.
Excel is currently emitting at the rate of around 19 or 20 million tons of CO2 per year
appropriately Boulder has declared a climate emergency we see the smoke global warming is here right now
we're in a global climate crisis we need every piece of land we can get to be used for carbon farming
ability to participate in the climate mobilization action plan that plan has as one of its major focuses ecosystems
the work that they do in the climate initiatives group through the cap tax is very important
three of those are based on uh whether or not excel meets certain karma carbon emission standards
reductions and carbon emissions by 2030 but the state's recently adopted clean energy plan already mandates this
reduce the carbon impact of the city's electrical supply there would be a partnership team led by the leadership
the carbon emissions would be measured by an independent third party
is compelled by state law and by their own programs to reduce carbon their carbon emission 80% from 2005 Levels by 2030
the culmination of all of our work was the release of a National Climate road map that provides some very ambitious goals for us to achieve
the principal uh reason or rather the matter that I wanted to talk to you all about was climate change and the work that we're doing in the Congress
the key elements the carbon goals distribution system planning to help Implement those goals
one of the recommendations in that report would be a clean energy standard to achieve net zero emissions by 2040
we need to end the muni and let real carbon reduction begin now not five years from now
reducing the transportation emissions that by sector are the country's largest contribution to climate change
First, it's important that the city understands how XL will achieve the state mandated carbon reduction goals
let real carbon reduction begin now not five years from now
the first three for climate initiatives Community vitality and Facilities
the implication of that is so false we've had a 26% per capita reduction uction in carbon so far
promote our climate mobilization action plan equity and resilience goals the climate targets we've set as a community
in march of 23 the the climate action tax
coming back to this idea of the the climate emergency as we continue to try to solve the climate challenge in front of us
we all know that the city of Boulder has recognized that we are in a climate emergency
so I hope that we can avoid worsening the climate Injustice that already plagues this world
BEEN PLANNING FOR FUTURE GRID THAT SERVES OUR ENERGY FUTURE NEEDS CHECKING ON THE CARBON EMISSION
BEING ABLE TO REDUCE THEIR EMISSIONS BY EIGHTY PERCENT BY TWENTY THIRD
ALSO SUPPORTS AN AIA TWENTY THIRTY COMMITMENT FOR BEING A CARBON NEUTRAL IN ALL THEIR PROJECTS
IN THE MUNI REAL CARBON REDUCTION BEGIN NOW NOT FIVE YEARS FROM NOW
let real carbon reduction begin now not five years from now
our option to use the existing money to reduce climate change now not five years from now
BUT MOST PEOPLE WHO CAN STILL AFFORD TO DEVELOP AT THIS POINT ARE REALLY INTERESTED INTO THE NET ZERO BUILDINGS
AM ALSO LOOKING AT NET ZERO BUILDING SO THE FIRST THREE ARE REALLY SOMEWHAT INTERRELATED
how fast we can reduce carbon with plan b or how insane the cost for plan a
he is really just all about how do we reduce carbon emissions in the transportation sector as fast as we can
I WOULDN'T SHY AWAY FROM IDEAS AT THIS POINT IN HER SPOT FOR THE CARBON CRISIS
our greenhouse gas emissions about half of them come from electricity that's why we talk so much about electricity
let real carbon reduction begin now not 5 years from now
it will also reduce the amount of daily traffic coming into a town offset the carbon footprint
to kind of armor the city against the uncertainties of climate change
so what other things could be done to help mitigate for climate change
I would like to pursue um analyzing that 8% additional for um climate mitigation
as a path toward cleaner renewable energy sources for the purpose of reducing greenhouse gas emissions
boulders AG water portfolio is an incredibly valuable asset in the fight against climate change
I support the many measures the city has been taking to lower emissions for from our electricity use
that's climate change and boulder uh city and everybody in boulder wants to reduce our carbon footprint in this town
our community does not argue about climate change more and more evidence shows that regenerative agriculture techniques
I'm here today today to suggest that we as a community focus on climate change and the ecological damage taking place
soil microbes can't multiply and sequester carbon their numbers drop
I'm not only from our greenhouse gas emissions standpoint assuming that the e-bikes last longer than the East scooters do
had paid close attention to things like emergency room visits crashes and the lifecycle greenhouse gas emissions
they are resulting a net increase in greenhouse gas emissions and you can see there
THE IMPORTANCE OF EMBODIED CARBON RELATIVE TO THE BUILDING CODES IS ILLUSTRATED IN ROUGHLY
IS THAT EFFECTIVELY BAR THEM FROM INSTALLING A GAS HEATED
our climate commitment goals are not well met by currently allowing so much demolition
its transportation air quality energy emissions that's a B is land-use impacts around GHG emissions
reducing atmospheric carbon through active sequestration efforts on agricultural crop lands
reduces the city's environmental impact so the foundational idea of this proposed change ultimately aligns with Boulder's economic social and environmental goals
who want to live a lower carbon life in a smaller more efficient and more affordable home
2019 76 mentions
a climate mobilization action plan and this is in recognition of the fact that we really need
about half of our greenhouse gas emissions come from electricity so I focus a lot on electricity because I am passionate about this defining issue of our times
they talked about the goals that we had in the climate commitment all being really good goals in terms of carbon emissions
emissions across the entire economy so not just electricity but also transportation industrial loads heating things like that
what that clean energy plan must contain is a plan to reduce emissions 80% by 2030
the existing city of Boulder occupation tax be repurposed for solar incentives wind incentives a city of Boulder administ renewable energy certificates
emissions uh as part of this and reduction in light pollution that we can talk about
there's also a lot of Environmental impact to this uh particularly reduced uh greenhouse gas
we have 10 years to make serious progress on reducing Global carbon emissions
promoting a greater understanding of the Nexus between pesticide use and climate change mitigation and adaptation
we had the adoption of the low emission vehicle standard and a few months later we had an adoption of the zero emission
adopting the Kyoto Protocol's regarding curbing greenhouse gas emissions supporting the municipal ization of boulders electricity supply
strong environmental policies whose goals are to reduce our carbon emissions and other environmental impacts on the earth
the climate mobilization action plan is off to a really great start there were hundreds of people
IN TERMS OF GREENHOUSE REDUCING GREENHOUSE GAS EMISSIONS
THE FIRST OUTCOME WOULD BE IMMEDIATE AND RAPID CARBON REDUCTION
AS ALWAYS HALF OF OUR GREENHOUSE GAS EMISSIONS COME FROM OUR ELECTRICITY
carbon offsets are really you're buying the reduction of an emission a rec is you're flying into a renewable energy credit
given that carbon free electricity generating technologies are now cheaper than coal
the city's most recent greenhouse gas inventory for 2018 indicated that the city had achieved an 18% reduction in greenhouse emissions
GOOD SUSTAINABLE LAND USE AND OUR FIGHT AGAINST CLIMATE CHANGE
THE STRATEGY OUTLINES OF A ROBUST STRATEGY TO BE ABLE TO METER MODE SHARE IN CLIMATE GOALS
IMPLEMENTING THE RENEWED VISION FOR TRANSIT AS REFINED THROUGH THE TRANSIT SERVICE DELIVERY STUDY AND REDUCING AIR POLLUTION INCREASED GREENHOUSE GAS EMISSIONS
THIS FUNDING IS CRITICAL TO MEET THE COMMUNITY'S VISION FOR TRANSPORTATION TO ADDRESS CLIMATE CHANGE
TRACKING CHANGES IN VEHICLE MILES OF TRAVEL IN GREENHOUSE GAS EMISSIONS AND MODAL SHIFT
that's the fee we charge to marijuana cultivation businesses that are unable to offset their electricity through on-site solar
the next focus area is resilience and climate commitment major goals include achieving energy system resilience improving community capacity
HALF THE GREENHOUSE GAS EMISSIONS COME FROM OUR ELECTRICITY OUR ELECTRICITY BEING SUPPLIED BY EXCEL
A WAY OF LIFE THAT MIGHT HELP US SURVIVE IN THE FACE OF CLIMATE CHANGE
THE NEED TO REDUCE GREENHOUSE GAS EMISSIONS FROM
Boulder just declared a climate emergency climate change effects on Water Resources studies confirm high carbon costs
how our facilities will meet these climate commitment goals that really without looking at consolidation
we have a climate goal right climate commitment and this would be a huge step forward
that does not remove cars it does not remove emissions until they are a hundred percent renewable source vehicles
the next focus area is resilience and climate commitment so city wide we're trying to achieve energy system resilience
WE KNOW THAT THIS IS A TOP PRIORITY FOR CITY WHO RECENTLY HAD A STUDY SESSION ABOUT UP HERE CLIMATE ACTION PLAN
COULD HAVE BEEN APPLIED TO DIRECT CARBON REDUCTION
EMPHASIZED THE URGENCY FOR SYSTEMIC AND COLLABORATIVE APPROACH TO CARBON REDUCTION AND SEEK RESTORATION
THE COUNCIL RECENTLY HAD A CLIMATE STUDY SESSION WHERE STAFF EXPLAINED THAT WE CAN NO LONGER JUST LOOK AT REDUCTION OF CARBON EMISSIONS
decarbonizing our electricity supply is still our number one priority
puts into statute strong short and long term goals for cutting climate pollution
there's only so much more carbon that we can release if we want to stay within a threshold of safety
we did meet our 2020 goals three years early i want to thank you for that
based on some of the information we're seeing from the climate action and the climate reports
and what the impacts on the carbon decarbonization would be and reliability and we paid for
we also wanted to help us address climate change so in some ways that means to enhance its natural role
the global warming that we say we're experiencing and that we realized that we have to find new innovative ways
sequester carbon and protect ecosystem function so again this is sort of the purview
this is how grazing animals keep grass healthy and sequestering carbon
convert the carbon tax to real carbon reduction not the vapor muni
then we have a huge carbon cost of all of these buildings that are going to fall down within 100 years
with the climate change and with the change in consumption we have got to quit consuming so much
section 4 energy climate waste policies such as energy efficient land use and building design
we are in a climate crisis we have transportation issues we have greenhouse gases
there's actually already a cap for Net Zero houses over five thousand square feet
we have a Carbon Farming project to get carbon out of the atmosphere and into the soils being led by eco cycle
we've separated our our GNP which is going up dramatically the orange line from our greenhouse gas emissions which are going down significantly
some of our transportation master plan goals we are far behind on our goal to reduce greenhouse gas emissions from the transportation sector
I GUESS THE ONE THING I WOULD ALSO ADD THOUGH BECAUSE WE TALKED ABOUT GREENHOUSE GAS EMISSIONS WERE SEEN A LOT OF EYE HEALTH ISSUES
IF WE DON'T START TALKING ABOUT THAT JUST LIKE WE'RE TALKING ABOUT A TAIL PIPE EMISSIONS FROM CARS
SO THE GOOD NEWS TO START OUT WITH IS THAT OUR EXISTING CLIMATE ACTION PLAN TAX.
AROUND THE DISCUSSION OF HOW WE MIGHT NEED TO ACCELERATE OUR CLIMATE ACTION PLAN BECAUSE OF THE NEW SCIENCE AROUND CLIMATE CHANGE
WE BOTH KNOW THAT SOIL CARBON SCI QUEST RATION IS ONE OF THE FEW HOPEFUL STRATEGIES FOR FIGHTING CLIMATE CHANGE
MEAT AND DAIRY PRODUCTION USES EIGHTY THREE PERCENT OF FARMLAND AND ACCOUNTS FOR FIFTY EIGHT PERCENT
WHO OWNS THE RACKS ACTUALLY HAS NO INFLUENCE ON OUR GREENHOUSE GAS METRICS AND WHERE WE ARE RELATIVE TO OUR GOAL
I read on climate change this morning the level of disruption required to keep us away from catastrophic
energy efficiency is not only consistent with our climate goal and our sustainability goals
ARE REQUIRING HOMES IN RESIDENTIAL NEW CONSTRUCTION TO BE NET ZERO
THIS IS AN INDUSTRY THAT DOES HAVE A SIGNIFICANT IMPACT ON OUR ELECTRICITY USE OUR ENERGY USE WITHIN THE COMMUNITY
WE SIGNED ON TO SOME PRETTY AGGRESSIVE CLIMATE CHANGE GOALS AND THE REQUIREMENT WAS EXPANDED
i've just heard another plea for climate change action and this is one of the results
lost money lost time and lost opportunities to reduce our carbon footprint
i'm inspired by these words to speak about the heinous crime of climate
it sort of dovetail with the climate commitment is that how you see those
we had reduced our greenhouse gas emissions in the community by 16%
it's certainly something that would help decrease our greenhouse gas emissions
2018 41 mentions
THEY SAY THEIR PURPOSE IS TO MITIGATE CLIMATE CHANGE.
SOLAR RADIATION MANAGEMENT IS A FORM OF CLIMATE ENGINEERING THAT INVOLVES SPRING HIGHLY TOXIC METAL.
will reduce co2 emissions by 80 below 2005 levels and that could achieve zero carbon electricity by 2050
we can be an innovation center for energy efficiency and the use of renewable energy to reduce the production of greenhouse gases
it seems to go counter to our goals of reducing carbon emissions
it's a resilience solution it's a climate solution and it's a zero waste solution
the ipcc says if we wish to remain below this critical threshold we have to cut emiss carbon emissions in half by 2030
working towards National carbon fee and dividend legislation one of my meetings is a face-to-face meeting
I particularly appreciate your efforts in dealing with the climate crisis the recent ipcc report tells us that we need to cut our carbon emissions
ADDRESSED NOT ONLY GREENHOUSE GAS EMISSIONS BUT ALSO ECOSYSTEM HEALTH AND THE PRESERVATION OF NATURAL RESOURCES
TO MOVE FORWARD WITH ACHIEVING THE GOALS IF WE DO FORM A LOCAL ELECTRIC UTILITY
WE WILL HAVE TO MORE THAN DOUBLE THE AMOUNT OF EMISSIONS THAT WE'VE SAVED IN THE PAST THIRTEEN YEARS
try out a carbon sequestered a table meant with compost and see if you couldn't rebuild the sort
there's nothing that would rule out this site for a potential pilot project of carbon sequestration soil rejuvenation
all new houses are going to become net zero net zero energy houses by 2028
I'd also at some point like to talk about negative Net Zero regulations so that ups the energy requirement
for homes that are five thousand square feet or greater they're required to be Net Zero today
USING ALL THE CURRENT CARBON TAXES ON CARBON REDUCTION MIGHT BE A STEP BACK TO INTEGRITY
the climate commitment is another commitment that the city has made for a number of years
it means Net Zero buildings or higher efficiency buildings where new design standards could mean
PROVIDING WIND INCENTIVES FOR THE CARBON TAX ARE ALREADY COLLECTING THE BULK OF THAT CARBON TAXES NEWS FOR CARBON REDUCTION.
I THINK THAT THE SOCIAL COST OF CARBON EXTRACTION ARE THINGS THAT WE
WE USED THE SOCIAL COST OF CARBON AND METHANE THAT ARE PUBLISHED BY EPA.
THE CONFLICT SAID THIS CONCEPT ADAPTABILITY FOR CLIMATE CHANGE.
THE CONCEPTS IN THE FUTURE TO ADAPT TO CHANGING CLIMATE.
I WOULD LIKE TO SEE CARPENTER QUEST RATION THEIR COMMENTS AS OFTEN CALLED CARBON FARMING
BEING PART OF THE SOLUTION TO CLIMATE CHANGE AND PULL CARBON OUT OF THE ATMOSPHERE
TIME BEFORE OUNCE OF CARBON REDUCTION IS AT BEST SEVEN TO TEN YEARS FROM TODAY
AND CARING ABOUT CLIMATE CHANGE AND MOVING OUR COMMUNITY FORWARD ON ENERGY AND CLIMATE
I would translate though that attorney doesn't agree with me into reducing greenhouse gas emissions
one of the main reasons we talk about doing this is because of climate change
we talked a lot about climate change and we talked about carbon emissions
WITHOUT AN OUNCE OF CARBON REDUCTION A TRULY HUMILIATING SET OF FACTS WHILE BOULDER PHILS AND THE PLANET BURNS
I THINK CLIMATE CHANGE IS DEFINITELY A KEY FOCUS AREA
TO ME THIS IS REALLY ABOUT RESPONDING TO CLIMATE CHANGE MORE THAN ANYTHING ELSE
HOW DO WE COME A DAY CLIMATE CHANGE UNDER ECOSYSTEM HEALTH AND RESILIENCE
THERE'S ABSOLUTELY ZERO CHANCE OF US ACHIEVING THESE GOALS AND AN AURA OF BEING A CARBON NEUTRAL CITY
the climate action plan tax they're looking at perhaps expanding that tax
reducing vehicle miles traveled and air quality emissions versus more of the dystopian which could actually go the other way
reserves by 2020 so that's our strong position now I'm going to turn to the economic climate both domestically and here in Colorado
helps us achieve our other goals like reducing greenhouse gas emissions increasing transit use that kind of stuff
2017 20 mentions
Copenhagen commits to being carbon neutral by get this 2025
therefore what shows up in our greenhouse gas inventory by following international protocols
that still only reduces our emissions by 43 percent and so the other half of the reductions
pulling out of the Paris Accords and rolling back a lot of the environmental protections
this is the kind of sort of forward-thinking climate litigation that we'd want to be a part of
please balance the goal of greenhouse gas reductions with affordability reliability transparency and preservation of open space
this is part of the climate solution right trees sequester carbon
we did say we'd like to get to net zero or near net zero but we acknowledged in the presentation that that would be a challenge
so that they actually work to improve say greenhouse gas emissions and or other land-use goals
the greenhouse gas emissions from surface transportation are a big contributor to that issue
under climate and energy it's personnel and also non personnel dollars related to climate and energy initiatives
encourages the federal government to adopt a price on carbon and to refund most of that carbon
resolution in support of comprehensive national climate policy in the form of a revenue neutral carbon fee and dividend
so it's to you know live up to our climate commitment the Paris agreement
we like to show the trend and if you see it it is getting busy
when we measure greenhouse gas emissions we measure the electrical use and by having solar
City emissions numbers for the city facilities and operations I don't have that right in front of me
we should be communicating everything net present value carbon reductions rate impacts those are all important
ALSO STRIVING FOR NET ZERO ENERGY AND I THINK THIS IS INTERESTING
THEY ARE STRIVING FOR NET ZERO ENERGY USE
2016 4 mentions
I know the city understands that one of its duties is to its citizens is to do its part to mitigate climate change by reducing greenhouse gas emiss emissions.
I'd move also to adopt sub goals and progress indicators related to energy system change
especially around decarbonizing our electricity sources now could lead to dramatic reductions by 2030
the agreement really has no teeth there are no specific deliverables such as lower carbon less fossil fuels and more customer choices
2011 3 mentions
as tab members that are interested in how we can make advances in the city for you know um reducing greenhouse gas emissions
there's some additional expectations that are coming around with that for both the state and for the um region at large about um emissions budgets and greenhouse gases
our transportation related climate emissions goal is through waiting for Cafe standards and electrification of vehicles
