About
About this map
The Boulder Civic Map shows the City of Boulder's boards, commissions and council: who appoints them, what they decide, when they meet, and what they have talked about. It is built from the city's public sources. Every fact on it links to the source it came from.
Where it comes from
The city's own web pages, its document archive (agendas, packets and minutes), the City Council's agenda system, the city calendar, and the city's YouTube recordings with their automatic captions. Recordings reach back to 2011 through the Woven Boulder archive's index of them. A few facts about how a body is set up come from the municipal code, archived copies of city pages, Boulder County, or local news. Where the links go:

The snapshot
The sources were read for a snapshot dated (the newest read is from ). Agendas, packets and minutes are read from ; before that, recordings only. “Upcoming” and “past” are counted from the snapshot date, so the site does not change until it is rebuilt from a newer snapshot.
The labels
Every fact carries one of four labels.
- official 4,620 records: what a city source says, copied as printed.
- derived 1,199 records: put together from official sources by a fixed rule, such as the topic list or the caption copies.
- AI-read · unreviewed 26,973 records: read by an AI model, and not yet checked by a person.
- explorer count: this site's own arithmetic, such as “about monthly”.
What a model read, and nobody has checked yet
These parts are labelled AI-read · unreviewed wherever they appear. A model's quote is kept only if it matches its source word for word, but whether the model chose well has not been reviewed.
- 25,027 records, read by Claude Haiku 5.5. Topic mentions: a verbatim quote from a meeting's captions or agenda, picked as being about a topic. The topic pages, meeting excerpts and counts come from these.
- 1,159 records, read by Claude Haiku 5.5. Topic counts per body: how many of a body's meetings have a topic mention.
- 377 records, read by Claude Opus 5.5. The lines on the map: who appoints, reports to or advises whom. Each line links its source.
- 321 records, read by Claude Opus 5.5. Members from other official sources: minutes, resolutions and archived rosters, each dated.
- 58 records, read by Claude Opus 5.5. How each body is constituted: its legal basis, who appoints it, its seats, terms and powers (the “How it is constituted” section of a body's page). Each fact links its source and quotes it.
- 31 records, read by Claude Opus 5.5. department
Topic mentions say a subject came up in a meeting, never what anyone thinks of it.
A meeting's full transcript is on its page, under Transcript, closed until you open it. It is YouTube's automatic captions, labelled derived: machine speech recognition, so words and names are often misheard. Each line's time links to that moment of the recording.
People
People appear only as the city publishes them: names, seats and terms from a body's roster, and names as agendas and minutes print them. A short list of people is kept out of this site. A record that names one of them is left out whole, so a few rosters and caption transcripts are shorter than the city's own and are marked “left out”. The site does not say who or why.
Gaps
What the sources lack, body by body, is on the Gaps page. If a body's minutes or recordings are missing there, they were looked for and not found in the city's archive at the snapshot.
