while also building on visioning and policies associated with the Boulder Valley comprehensive Plan update
first of all comp plan update it's going to be a really good opportunity to Define what we want out of those commercial centers
first of all the comp plan update that it's going to be a really good opportunity to Define what we want out of those commercial centers
We're doing redoing the Boulder Valley Comp plan this year, which are the values and aspirations for the city.
projects that they're introducing to the comprehensive plan
we have done a ton of also tabling at different comp plan events
if we were going to get some feedback on what the better use of land might be in the comprehensive plan
this could be a good topic to discuss during the comprehensive plan process
I know we talked about maybe it belongs in the Boulder Valley comp plan process.
this would be more about like a question I have as going into the Boulder Valley comp plan
Valle comprehensive plan can uses be ever considered based on the plan
the site review standards that require consistency with subcommunity plans and the bould valley comprehensive plan
So I agree with the staff analysis that this project is consistent on the whole, with the Bvcp.
the path there is to kind of be involved in the Boulder Valley comprehensive plan update
the comprehensive plan update is coming forward this year
It does not become a legislative document where like you have to meet something unless that's adopted by the code.
Implementation of the comprehensive plan And by that, I also mean the extension of any subcommittee plans.
The plan is intended to be used as future land use, future goals for an area, but existing zoning is really very important
the big ideas and trade-off conversations as part of that comprehensive plan
The Boulder Valley comprehensive plan has a portion of things where experiments in public art is sort of dovetailing
we have been very lucky to collaborate with the comprehensive plan.
now I want to talk a little bit about alignment with city goals and the alignment with the Boulder Valley Comp plan
The proposal also made several Bbcp policies, such as 2.0 3 compact development pattern through its redevelopment of an existing property
the next large public event relative to the Comp plan update, then, is in February
in the Boulder Valley Comp plan, there are areas identified that are within city limits
potentially coupling that with a check in on the Boulder Valley comprehensive plan, and how that might relate to water
Comprehensive plan update is really beginning in earnest this year
in 2025, the city is initiating a major update to the Boulder Valley Comp Plan
that could be an important part of the conversation for the comprehensive plan
this project also implements a ton of different policies in our Boulder Valley comprehensive plan
The current planning conversations are revolving around the Boulder Valley Comp plan.
the connection that this will make with the Boulder Valley comprehensive plan that's being updated right now
like that be incorporated into the Boulder Valley Comp plan
I have a question given that the Boulder Valley Comp plan is in the process of being revisited or revised
We actually would have had to amend the Boulder Valley comprehensive plan and use map to ultimately make this conversion
the sort of phase in which the Comp plan is being updated is still very much the community input.
the Boulder Valley comprehensive plan. We've discussed this in the past.
it would likely also fulfill community needs related to Bvcp policies regarding populations with special needs
whether the proposed concept plan is consistent with the Boulder Valley Comp plan, land, use map
This proposal is consistent with the policies of the Bvcp.
we're not seeing any changes to um housing density over what's already allowed in the comprehensive plan right
in this case is still within the the um limits of the current comp plan
connects into other more planning specific plans like the Boulder Valley Comp plan as an example
there's gonna be a lot of discussion in 2025 around the Comp plan
Land use change which is timely, as the Comp. Plan is being updated in 2025.
if the proposed concept plan is compatible with the goals, objectives, and recommendations of the Bvcp.
In terms of the Bvcp. This lot is designated light industrial. It allows for light industrial uses
the Comp plan is very, very explicit in what they, what kind of specific things you have to do within the Comp plan
2024 247 mentions
a graphic that shows the interface or hierarchy of this plan with respect to the Boulder Valley comprehensive plan
the coordination with the Boulder Valley comprehensive plan and the engagement that's taking place there
the city's sustainability equity and resilience framework the Boulder Valley comprehensive plan and our local landscape
The playback theater is something we've talked about in relation to the strategic comprehensive plan update for the Boulder county
are you referring to a boulder Valley comp plan policy, or to a site review criterion
whether the proposed project is consistent with the Site Review criteria, including findings related to consistency with Bvcp policies
I think this plan is largely consistent with the Bvcp
a lot of what will be the focus of the comprehensive plan are going to be driven by feedback from Council
the Boulder Valley comprehensive plan sets the community's core values and long-term Vision
the comprehensive plan establishes that most broad umbrella and policy Direction
Urban agriculture will be a topic of discussion as part of the comp plan
I think it's very um fortunate that the comp plan will uh be kicking off and uh their reach
plug into the community engagement efforts and popups with the comp plan and kind of piggyback on that
we are going to dovetail with the uh major update to the Boulder Valley comprehensive plan
This also, this ordinance before you tonight also aligns with many of our comprehensive plan policies
next year, as you know, will be Comp plan, update year.
maybe this is something that can be considered through the Bvcp update and looks like you folks were thinking that, anyway
We were trying to keep it below 50%, so that we meet the Comp plan to stay predominantly detached.
So should we make those make changes to the Boulder Valley Comp plan in those intensity standards in those zones.
So we find that the content of the ordinance is consistent with a number of Bvcp policies as we've outlined within the memo.
by incorporating the need study into the comprehensive plan it gives us an opportunity
the community need study of how we will actually do that work as part of the comp plan update
how this plugs into the overall comp plan update is that again the planning Reserve would be one option
And the Comp plan stuff, too, because we're overlapping with some partners in that which is really great.
Everything that we're proposing in the ordinance is has to be found consistent with the Current Boulder Valley comprehensive plan
if the Bvcp process, the process outlined in the Bvcp were different
as part of the 2025 major update to the Boulder Valley comprehensive plan following the public
attended the Boulder Valley comprehensive plan, Kickoff, and I just think it was really inspiring
the Boulder Valley comprehensive plan which is going to be in its almost 50th year of existence
Everyone's always citing, you know, you're always citing the Boulder Valley Comp plan.
has been identified and flagged in the Boulder Valley comprehensive plan as a potential area of future urban expansion
do we want to have primary input into this massive, comprehensive plan for the community
I went through 2 comprehensive plans in 5 in. In the time that I was on the planning board.
we decided okay we're not going to try to initiate a service here expansion this comp plan go around
as part of the comp plan update to be completed in mid 2026
the community need study would occur concurrent with the Boulder Valley comprehensive Plan update
that'll happen throughout the next 2 years, so that we are just embedded with the Comp plan effort
It's also connected to the comprehensive plan effort.
I do encourage you to participate in the Comp plan. Outreach. That's already started up.
process subcommittee for the Boulder Valley comprehensive plan so just a reminder that this is not
I move that planning board recommends that the Boulder Valley comp plan update process consider ways to improve the consistency and Equity
would people be interested in a recommendation that is part of the B Val comp plan update that be examined
The 1st step is to state comprehensive plan update outreach.
that is mostly tied into the update of the comprehensive plan.
there are four bodies that will ultimately uh review and need to approve the same uh comprehensive plan version approximately eight months from now
the discussion and appointment ointment of a council representative for the Boulder Valley comprehensive plan that is referenced as bvcps subcommittee
the roll call for the boulder Valley comp comp plan update we'll start with Council
27 of the Boulder Valley. Comprehensive plan as a condition of approval prior to approval of the demolition application
the proposed designation shall be consistent with goals and policies of the Boulder Valley comprehensive plan
If the proposed designation is consistent with the goals and policies of the Boulder Valley comprehensive plan
the board will have an opportunity to weigh in on updates to the Boulder Valley Comp plan
I would put the Comp plan engagement on there
This is a major update of the comprehensive plan. It's going to have a look at not only zoning and land use regulation
we talked a little bit last time about the possible interaction between the Comp plan and this improvement district concept.
I was at the Boulder Valley comp plan um initiation gathering this week
also B Val comp plan um policy 6.01 all mode transportation system 6.02 Equitable Transportation
Boulder Valley comp plan 2.2 role of Central Area the role of the
I mentioned in the beginning, based on public comment, that we have the Boulder Valley comprehensive plan.
I also wanted to talk a bit about the Boulder Valley Comp plan, and the issues of water didn't come up at all.
there was actually a kickoff event this week for the this weekend for the comprehensive plan, as that will be a big work item for city staff
such as the Boulder Valley comprehensive plan and the economic Vitality strategies
like with the Boulder Valley comprehensive plan that are more inclusive of the many different people
I think that we are losing the diversity of housing types that the comprehensive plan says that we should be protecting
forget that part of our both Boulder Valley comp plan and plans in general um to encourage Innovation
the existing Boulder Valley comp plan since 2015 already has called for quote higher density development that incorporates a substantial amount of affordable housing
There's a number of policies that this project aligns with in the Boulder Valley comprehensive plan
A lot of other communities that have done this do have more direct, like comprehensive plan guidance that says eliminate the parking requirements
obviously we have the Boulder Valley comp plan update so obviously there's some synergies already happening
these uh Boulder Valley comprehensive plan policies are relevant to this application uh which include protecting sites with cultural or architectural value
the third part of the criteria asks whether the designation is in balance with the goals and policies of the comprehensive plan
As well as the Boulder Valley comprehensive plan.
But that's not really what the Boulder Valley Comp plan is intended to do
the Boulder Valley comprehensive plan didn't have much of a climate action plan
So the Boulder Valley Comp plan really sets that high level visions
One is the proposal generally compatible with the goals, objectives, and recommendations of the Bvcp.
As such there are 2 Bvcp land use designations. The 1st one is high density residential
The proposed project will meet the Boulder Valley comp plan goals of compatible development pattern.
600,000 in one-time funding to support the uh Boulder Valley comprehensive Plan update
since the area 3 is been considered as part of the updated comp plan
the Boulder Valley comprehensive plan and our internal city-wide strategic plan are all going to partner
The proposed project is consistent with the Bbcp land use, map, and on balance with the goals and policies of the Bvcp.
the proposal does meet our Bvcp policies and our Site Review criteria in terms of the Bvcp
with regards to our Boulder Valley compreh comprehensive plan engagement
as well as the Boulder Valley comprehensive plan so there's going to be more more engagement
it's an aspiration in our Boulder valley. Comp. Plan to have there be a balance between the the jobs in the housing.
this speaks to the Boulder Valley Comp plan has a aspiration of a jobs housing balance
So the Boulder Valley Comp plan. Do we have a plan? If, when we're gonna kind of look at the housing portion
taking a look at it as more of a strategic document that springs out of the Boulder Valley comprehensive plan update
it also supports the comp plan's affordable housing goals by authorizing a waiver of unbundled parking requirement
staff finds of the project is consistent with the Boulder Valley comp plan land use map and on balance with the goals and policies
is that really what our bold Valley comp plan says I don't think so
that's going to be built on the great outcomes of the updated comprehensive plan
that led to the 70s uh where the very first Boulder Valley comprehensive plan was established
this is going to be a project that follows a half a step behind the Boulder Valley comprehensive plan update
we also look for policy, direction, and strategy from the Boulder Valley comprehensive plan, as well as the one boulder framework
We'll be mindful of overlaps with other projects. For instance, like I said, the Boulder Valley comprehensive plan update
And that would clearly not be consistent with the Bvcp.
So it does set density maximums in the Bvcp. But it talks about it being more of an average across an area.
our guidance comes predominantly from the Boulder Valley Commerative plan, which sets the vision for the city in a number of different areas
Sub community plans are one of our tools that are intended to take the broad goals and policies of the Boulder Valley. Comprehensive plan
the Cp is meant to support and advance the Boulder Valley comprehensive plan planning priorities
Boulder Valley comp plan indiscriminate type things you know like people need space
if it's on balance with the Boulder Valley comp plan policies and so I want to be
the sit's comp plan land use designation is high density residential
we're in conversation with comprehensive planning right now about actually embedding it very deeply
I thought we were going to simplify the Boulder Valley Comp plan
Also, again, underneath the Boulder Valley Comp plan, in the desire to move away from individual departmental master plans
We'll have some information kind of a pre-launch opportunity for the comprehensive plan update
is the cip consistent with the goals and policies of the Boulder Valley Comp. Plan
this is in alignment with Bvcp. 6.2 3, which says that at the time of the next airport master plan
And we got our eyes on the belly Comp plan start putting pathways in, because right now they aren't there.
Well, the only thing I want to put on the table is that we are starting the Boulder Valley Comp plan update.
It mentioned the Comp plan updates and the schedule for that.
The Bvcp land use map change is proposed to Update the existing land use map designation from public to Mxr.
This requires review of State statutes and Bvcp. Policies.
this proposal involves 2 review processes which are the Bvcp land use map change and the annexation
there is a state requirement that there be a water component of uh comprehensive plans
all of that will get us to a draft update of the comp plan which we will take through an adoption process
the purpose of this phase of work is to take a deep dive into our comp plan policies
these were high level policy decisions that were determined through comprehensive plans. Oftentimes cities were simply implementing
So we would use those Boulder Valley comprehensive plans, policies the Tmp. The transportation master plan policies.
bear in mind the Comp plan won't get adopted until a year and a half later. and so it was their interest
a bbcp or the comp plan land use change for the property from manufactured housing to medium density residential
updating the bbcp land use map um and that will be done as part of a comp plan major update
next big discussion with council on the Valley Comp plan Update.
in relation to the the conversation that we're starting about the Bvcp update
align the subcommunity plan with the current Bvcp Land use designation based on CIO recommendation
I just want to commend both this comprehensive plans, planning division team
we do this to maintain um aspirational goals for a desired future with at least a 15-year time Horizon
this is really an opportunity for our staff to share a bit of an overview of the Boulder Valley comprehensive plan
tonight we'll be providing an overview of what comprehensive plans are in general why they're done
and our goal is to help develop a foundational understanding of the Bvcp
Or are they doing their own comprehensive plans?
throughout my career I've heard mostly criticisms, but observations of comprehensive plans as
The Bvcp. I think, is a masterpiece, and it was unanimously adopted by the Council and the county.
Staff found the proposal was consistent with the Bvcp.
The Bvcp or Boulder Valley comp plan states that adequate urban facilities and services are a prerequisite for new development.
the comp plan requires neighborhood parks and it it specifically calls out developed Parkland
was formalized and incorporated into the comp plan in 1995 and it's identified in the plan as the portion of area three
a lot of what will be coming in the Boulder Valley comp plan
the gross and net density are actually very much in line with what the Comp plan says.
Boulder Valley Comp plan sort of one on one.
But the Comp plan does say that it's a predominantly single family detached character.
whether the designation is in balance with the goals and policies of the Boulder Valley comprehensive plan
in balance with the goals and policies of the Boulder Valley comprehensive plan looking at those two code sections
bridge the gap between our land use designations within the comprehensive plan, which are very, very broad
the update to the comprehensive plan is going to be kicking off this fall
The comprehensive plan land use map was also updated to better align with the vision.
more of a discretionary review to understand is it consistent with the comp plan
that has both the MU tood land use designation within the comprehensive plan
take the mixed juice uh future land use designations from the Boulder Valley comprehensive plan
we started this work before we embarked on the bbcp comp plan update but the community assembly was
the Boulder Valley comp plan update so again I know that we the the team that the staff is already working on the process for engagement on that plan
there's several policies that are supported with this these ordinance changes from built environment and economy policies
I think it's a good time as we get into the update of the comprehensive plan, which is going to be kicking off
the update of the Bowl Valley. Comprehensive plan the Civic Area master plan as well our own affordable
It does nicely address a lot of the policies of the BBC.
I do think this overall project is in line. I think if you redeem the tbap literally.
Does anybody have questions about the transportation master plan or the comp plan? Well, in the monitoring bit.
The Boulder Valley. Comprehensive plan. That work is getting advanced because there is an interest in talking about that area.
Comprehensive plan is a shared document between the city of Boulder and Boulder County, and it governs land use in our community.
It's very hard to sync like the Boulder Valley Comp. Plan, a city wide strategic plan, park plans to get them all perfectly lined up.
since we are going to be moving into um some big planning items particularly the boulder comprehensive plan
I was really surprised about how much consensus there was that focusing on the Boulder Valleycom plan
The comp plan, prompted, was actually accelerated slightly. So it's actually some of it's gonna begin this year.
there's 4 bodies that are tasked with administering the comprehensive plan
the Bull Valley comprehensive plan is queued up for city council to talk about
the goals as aign to the greater sah framework the Boulder Valley comprehensive plan and subc commmunity and area plans
overall staff found the proposal consistent with the Site Review criteria, including with the underlying Bvcp.
So moving to the Bvcp Land use designation. This site and surrounding areas are designated high density residential.
I'm especially excited about portions of the Bvcp. Where we are doing a mix of compatible uses at this site.
So this work is going to be moving into the update to the Boulder Valley Comp plan
whether those two code criteria sections are are in balance with the Boulder Valley comprehensive plan which provides a general statement
could potentially be outside of the current Boulder Valley comp plan to make sure that is um a part of the update
so this will advance the timeline of uh the comp plan update to uh complete uh during 2026
the comp plan talks about the area having a Max density of 20 dwelling units per acre
our comp plan was even updated in 2020 took an approach to the city where it did label certain areas
you can look in the bbcp and see that we have a number of different land use designations
So when and when you're talking about Boulder Valley Comp plan, it's very lofty kind of things
The first one was, if the proposal was generally compatible with the Boulder Valley comprehensive plan
start to meet the values of the Boulder Valley Comp plan, and how we want our neighborhoods
in balance with the goals and policies of the Boulder Valley Comprehensive Plan
In regard to whether this proposal is in balance aligned with the goals of the Boulder Valley comprehensive plan
has been memorialized in multiple planning documents, including the comp plan
Boulder Valley. Comprehensive plan update. Completing in 2,026.
But just speaking to the comprehensive plan, are laws or refinement of laws, so ordinances of the budget.
it sounds like there's already some considerations after the update to the Comp plan where there's an opportunity there
Just wanted to make sure that those work plan items include are inclusive of all of the different plans that they're related to.
my number one priority is making sure we focus on the comprehensive plan update to make major changes in it
We also found that it meets several Boulder Valley comp plan goals and policies.
One is whether the project is consistent with the Site review criteria including on balance with Boulder Valley comprehensive plan policies.
and I don't know if we can condition our way through that, because you know, it's a Bvcp policy and it.
I think going in favor of the comprehensive plan, and not supporting more vehicle miles traveled is important thing to take into consideration here.
So we're about to do like a big boulder Valley comp plan it would this impact that at all?
the initial zoning of public is consistent with the comp plan goals
the application is also consistent with the other annexation policies described in the comprehensive plan
the comp plan provides a framework for annexation and urban service provision within the city
I think that was our rationale and applying the comp plan so to the extent that's helpful.
So under characteristics of the Rb, it calls for street activation and mix of uses being encouraged.
would be extremely helpful for the comprehensive plan updates going forward so we are not going wrong here at all
much of this vision is outlined in the Bolder Valley comprehensive plan which guides policy and everything from land use
the plan was adopted by both city council and the planning board who also approved changes to the comprehensive plans land use map
according to the Boulder Valley comp plan this site is listed as a neighborhood center subject to the following Neighborhood Center guiding
be inconsistent with several comp plan policies related to the built environment including 2.33 sensitive infill and Redevelopment
if we're not changing. Comprehensive plan need a link. I think they know it? Well, that's something
and in balance is not consistent with the goals and policies of section 2 point 2 7 of the Boulder Valley. Comprehensive plan
The Comp plan does not speak specifically to designation over an owner's objection.
the proposed designation is consistent with the goals and policies of the Boulder Valley comprehensive plan
key issue number 2, Bvcp policies is the proposal consistent with cities, annexation and other Boulder Valley Comp plan policies
in terms of zoning. If a property is annexed, then the city zoning would be established consistent with the goals
Land may be considered for annexation if it complies with State annexation, statutes, and the policies of Boulder Valley
I don't want to tie to the Bbcp update. I want it to happen before that.
Bvcp Update, consider additional land, use description revisions as a possible tool to catalyze more diverse dwelling types
If I had my druthers I'd limit our letter to 3 items housing, affordability, zoning in Boulder Valley comp plan
due to their Boulder Valley comprehensive plan designation as open space other
recognizing that we moved into developing uh the Boulder Valley comp plan The Guiding principles for how the CU South property
We're looking at the existing land uses which in the Bvcp Land use designations.
That isn't necessarily part of the Boulder Valley Comp plan
But that program was kind of constricted by the boundaries of the Bvcp.
the comprehensive plan as I mentioned is something that Council will weigh in on but I did include this in the memo
And in 2025 specifically bubbled around a comprehensive plan.
The Sarah framework is the guiding document that sits under the comp plan.
But you know that that could be very powerful, including the Comp plan, because, again, that this is a 10 year opportunity that we have coming up next year
just speaking to the Boulder Valley Comp plan. I think that the neighborhood compatibility we heard a lot of input
we have related to the Bvcp policies, including affordability, is on balance. Does it meet the Bvcp goals and objectives?
yeah, that's that's a good question, and it is primarily the. It's the Bvcp policies that I was looking at again.
the board was split on the extent to which the project was consistent with Boulder Valley comprehensive plan goals
we do match the LR designation on the comp plan and we are contiguous to LR
the property is located in uh the Boulder Valley comprehensive plan planning area 2 area 2 refers to land now under County jurisdiction
there will be a public process around the update of the comprehensive plan
filter into the comprehensive plan and then the comprehensive plan informs a lot of these other underlying things
I would say most comprehensive plans do not put in specific projects like that
So the state legislation that requires at least counties to have comprehensive plans
Consistency with the the bullet comp plan and the land use map is a requirement.
consistency with the Boulder Valley comprehensive plan and other ordinances, goals, policies, and plans, including without limitations, sub community plans and sub area plans.
meet the Boulder Valley Comp plan landings start with start with a given rather than everything is off the table.
City Council will weigh whether the designation is in balance with the Boulder Valley comprehensive plan.
So the criteria for review we have the language in the Boulder revised code. We're guided by the Boulder Valley comprehensive plan.
Across departments into the Boulder Valley. Comprehensive plan, the sustainability, equity, and resilience framework
support our comprehensive planning office to ensure that cultural culture and creativity are part of area planning and comp and the comprehensive plan
Guiding document and the zoning is the supporting document.
So key issue number one, the BVCP is our guiding document and as such
does the project aligned with BVCP goals for neighborhood centers
we started to look at where the Boulder Valley comp plan was uh forecasting growth in the future
look at the suite of code adoption that is coming forward with an eye towards the boulder Belly Comp plan, which is being updated in 2 years.
Within that we have the Boulder Valley comprehensive plan, which is our long term vision for how our community will develop over the years.
and then, of course, that all is kind of under the umbrella of the Boulder Valley Comp plan
2023 164 mentions
the amendments to the bould valley comp plan map related to The voer Junction phase two area is hereby approved
does not materially affect the basis of the comprehensive plan meaning that it is consistent with bbcp policies
for the updates to the Boulder Valley comprehensive plan land use map
as it stands, this is not consistent with the Boulder Valley Comp plan
So the first question is the proposal consistent with Boulder Valley comp plan.
Historic preservation is one of the tenants outlined as a city value in the Boulder Valley comprehensive plan.
It could be done through the comp plan revision potentially.
Preparing for what's next in the Boulder comprehensive plan, 2025, you know, we keep getting this.
the Boulder Valley comprehensive plan basically promised that at the time of the next airport master plan update
this will do more than contradict the boulder comprehensive plan it will force us
given um our um plan to renew our comprehensive plan in just a year or two
I think it's pretty clear that. We're in the area too and the RL 2 zoning makes sense.
1.1 3 definition of comprehensive planning areas it is located with an area 2 so that's kind of a no-brainer.
does the project on balance meet the relevant goals and policies of the Boulder Valley comprehensive plan
would the Bvcp look any different other than the land use map
if the proposed change is on balance, consistent with the policies and overall intent of the comprehensive plan and tvap
And if we take a look at the criteria that's established in the Boulder Valley comprehensive plan we have guidance on.
what I support overall is a much better Boulder Valley comp plan
there's a number of different goals and policies in the comprehensive plan that this ordinance helps support and implement
it's really trying to align the use table with those adopted comprehensive plan policies
they're narrowly tailored based on our comp plan there's flexibility
whether it is meeting the goals of the Boulder Valley comprehensive plan is I think where
well is it consistent with the B Valley comp plan or not
Another thing we talked about is the forthcoming, minor update to the older rally comp plan.
talk about how to count line works, how it can be updated and areas where we might be influential
anticipate having recommendations to City Council for you know, updates to the Boulder Valley comprehensive plan
If it doesn't already through the Boulder Valley Comp plan, then there should be an evaluation of that.
they were all Guided by the boulder uh Valley comprehensive plan our transportation master plan and climate action plan as well
your feelings on the project's consistency with the Tnt and with the comp plans, transportation policies
Staff finds that they've done a pretty good job of addressing the Boulder Valley Comp plan and transportation master plan goals.
is the proposed project generally consistent with the transportation goals of the Boulder Valley comprehensive plan
the first key question is the proposed concept plan compatible with the Boulder Valley comp plan
the BVCP, the Lot 3D is designated light industrial that allows for light industrial uses
the BVCP is clear that this will take something more than just staff approving an application
we are also asking Council to consider an amendment to chapter 5 of the bvcp
figure can we crack that nut ahead of a comp plan revision
as I mentioned we have a comprehensive Plan update coming in 2025
if I were interpreting, for example, the Comp plan, when it talks about on-site open spaces under policy 2.4
Yes, I think it does meet the requirements for boulder belly to comp plan
Designation for the site is medium density residential, which is described here as being characterized by a variety of housing types
So that's looking at the land use map updates as part of the Boulder Valley Comp plan.
or the Comp plan was updated to basically allow more mixed use and allow more housing, but also try to preserve industrial uses.
You could also make a recommendation that this be considered in the Bvcp update?
I understand that the Boulder Valley comp plans density, intensity standard is what's guiding this
it would have to be done first through a comp plan update process, and then the zoning would have to follow after.
So when is the next older valley comp plan? Revisit. It starts in 2025.
because the Comp plan puts it in the same category as Rl. One, we're proposing 7,500 square feet per unit.
But there was support for that type of process when we moved into updating the Comp plan in the future.
amendments to Chapter 5 of the Boulder Valley comprehensive plan to revise the summary of Transit Village Area Plan
Motion to adopt proposed amendments to Chapter 5 of the Boulder Valley Comp. Plan to revise the summary
does the city council find that the proposed ordinance implements the adopted policies of the Boulder Valley comprehensive plan
without following baldler Valley comp plan and it's egregious
this project is translating that comprehensive plan to how do we implement that through zoning
So I think the Boulder Valley comprehensive plan encourages and wants to reward and wants to support good
this ordinance tonight is aligning the use table and the permitted uses with the Boulder Valley comprehensive plan goals and policies
from our Transition master Plan to our climate action plan to our Boulder Valley Comp Plan
the Boulder Valley comprehensive plan highlights the importance of a diverse
the Boulder Valley comprehensive plan calls out the rising cost of commercial space
I take your point that in the Bvcp and in the be the Boulder Valley Regional Center guidelines.
we put them on paper, we put them in the Comp plan.
yes, the land use designation and Bvcp is Lr. Low density residential, which is compatible with surrounding properties.
the policies on the Comp plan that talk about the city pursuing aggressively annexations in area to to get people off of well and septic
specifically, BBC policies related to annexation limits on expansion and the growth requirements.
translating the goals and policies that are in the comprehensive plan to the actual you know where
this comes from the comprehensive plan it's actually something that's been in in some version
this module is really focused on aligning the use table with the Boulder Valley comprehensive plan
I think this is well within the purview of the city's comprehensive plan
This is a great opportunity to do what it says in the bolt of rally comprehensive plan
if I were to explain the difference between the 2, I you know, looking at the Boulder valley. Comprehensive plan descriptions.
the key elements under core values of our adopted comprehensive plan is a welcoming, inclusive and diverse community
we feel that what is in the ordinance would would move forward on a number of different Bvcp policies relating to adding housing.
consistent with the intent of the low density. Residential land use designation and the Comp. Plan
in order to rezone the property the rezoning must be consistent with the policies and goals of the Boulder Valley comp plan
supported a targeted update to the North Boulder sub-community plan and a subsequent Amendment to the Boulder Valley comp plan land use designations
key issue number three is whether the council feels that on balance this project is consistent with the goals and policies of the Boulder Valley comp plan
Is this part of a leading into a comprehensive plan?
and is consistent with the Boulder Valley comprehensive plan.
notes that there are identified potential historic districts within the comp plan.
The proposed designation is consistent with the goals and policies of the Boulder Valley comprehensive plan.
All designation to the Boulder Valley Comp plan. So I think maybe I would benefit from the hearing
is it compatible to Boulder Valley or on Mouse the Boulder valley? Comprehensive plan.
unless we are willing to say that it does not on balance meet the Bvcp
is the proposed project generally consistent with the transportation goals of the Boulder Valley Comp Plan
as well as the projects alignment with the transportation goals of the Walter Valley comprehensive plan and the transportation master plan.
and the creation of a jobs housing imbalance and does not agree with the Bola Valley comp plan
the Boulder Valley comp plan land use designation for the site is community business
consistent with the policies and goals of the Boulder Valley comprehensive plan and for an application
and it meets enough of the Bbcp policies that I will say that
something from the site review. That's not. That's not comp plan.
The Bvrc is defined in the Butter Valley comprehensive plan as a high, intensive regional commercial center
