The site is impacted by both wetlands and floodplains, so high hazard 100 year.
And the comment is due to the nature of the floodplain restrictions, the building is set back further from a rapo
they're required to meet all of our floodplain regulations and all of our wetland regulations
Basically re-graded and kind of elevated the building part of the site so that it's out of the floodplain.
there's also um for some of the uh underpasses a utilities function of flood conveyance
cleaning up trash and debris that's in the flood and drainage ways
we do still have to maintain the flood and drainage ways and um trash racks
You don't build on floodplain. That's what kills people, what hurts people, what causes long term expense
when I talk about C yourself, I'm also talking about the South Boulder Creek Flood mitigation project.
friendly towards see South being used for flood mitigation purposes that I wouldn't Advocate hard
recovery is a multi-year commitment for Boulder as the community builds back stronger and more resilient than before
the Front Range region received more than 18 inches of rain causing flooding loss of life and widespread damage
There's no water quality or stormwater detention. That will be improved significantly.
we're up 5 feet 11 inches just from the start of the building to get to that flood plain elevation
The site is impacted by the 100 year floodplain of the boulder slew, so the proposal is required to flood proof or elevate the lowest floor
fire flood pandemics and things like that of course we're making sort of a lot of speculation here um but the the benefit of joining this
There's insufficient right away. There's a lot of flood mitigation and flooding concerns.
I mean it. It is like high hazard floodplain. But in in integrating
was concerned about some of the buildings that could even be in some of the zones, because they're high hazard or 100 year floodplain
but I do wonder about that is in conveyance zone, and and just little splatterings of high hazard
happening with the mitigation techniques that are proposed for the Goose Creek and Canyon to Mile Creek
as opposed to just sort of the storm and flood purpose that it serves today
then what remains is discussion about the stormwater flood utility.
because of the flood storage component that most of our projects will not have an undeveloped area.
the South Boulder Creek Flood mitigation Project we're we're roughly a year and a half away from going to bid
the site is impacted by the 100 Year floodplain
we're also eager to be including strategies for climate ready Landscapes and flood resilient design
it's largely driven by the flood point. If it weren't for the flood plane
It does take a building out of the flood plane that is currently in the flood
we are bringing the site under modern flood protection
So these are the top right projects according to the framework and the quantitative and qualitative data that we discussed.
So we have completed a lot of mitigation planning across the city.
that project the South Boulder Creek flood mitigation project received the highest score of all projects evaluated
Next item is, call up, item, floodplain development. Permit fld 202-30-0004.

if the flooded plane is 100 Year floodplain uh yes it would be impossible
the most of that area that's south of pearl Parkway is within that hundred year floodplain
not to put housing or actually anything in the 100 Year floodplain
a Greenway which is part of the recently accepted Goose Creek flood mitigation plan
improving and properly maintaining existing stormwater drains and systems is Paramount the plan is not acceptable
so I just want to highlight this as really what the need for flood mitigation is for these drainage ways
when we do flood mitigation we typically follow a life cycle approach as you can see here
Same goes for like stormwater detention facilities. Okay, Great. that that's all I have.
And then outlaw B would actually be the stormwater detention.
the risk in the floodway is not only to those folks living in the subway, particularly in culverts
one other factor to consider much of gosgrove is in the flood plain laying down more concrete and roof shingles means the next flood will be worse

we need to be able to submit to the Federal agencies like basically showing that the the flood has been addressed
But I just wanted to point to page 153 in the packet for anybody who's interested in this flood mitigation easement issue
because they are keeping the building outside of our mapped flood plane
Much of the area of the of the development site is in the 100 year flood plane
We have the Goose Creek drainage, which is one of the 16 major drainage ways that comes right through the middle of it
and some of our upcoming projects, and it's a priority for the for the district
they also are a source of funding for us both in terms of maintenance and some of our flood mitigation projects
we just cannot have people sleeping in our flood ways we're heading into thunderstorm season and flash floods can happen
There's the flood risk. But there's also the taxes. The issue in our inner waterways
which is essentially having residential within the flood plane and not lifted above the base flood elevation
talk a bit about some of the flood constraints Number one, probably some of the constraints, number one being the flood and the flood plane
that outlaw is intended to accommodate future flood improvements and Broadway Street improvements
The project site is impacted by the 100 year flood plane, almost the entirety of the site.
Next one is call up of the floodplain development. Permit at 860
With the mitigation plan we will be able to remove around 500 or more structures from the flip plane
Preference was to convey hundred-year flows in the open channels. We considered roadway conveyance and of course, neighborhood impacts
even though there's a lot of constraint on the natural floodplains
the 2 things that you'll see linked in in the memo are that Upper Goose Creek, 2 Mile plan
Only showing you a little part of the stormwater drainage over all in this arc
the parking questions the TDM uh focus and um the underground parking and and floodplain

what we might be able to do in terms of flood mitigation in a more immediate time frame
the diversion of water from south boulder creek to the detention ponds
having more frequent floods yeah we will be having more frequent fires
seems things like flood recovery kind of things we will be
it was more of the stormwater that raised kind of more concerns with the engineers
there's more impervious surface there's storm water detention requirements that kick in through the subdivision
so that's an interesting point that you brought up how many people were here during the floods right
especially is we are going to have more floods we are going to have more climate instability
the plan for flood mitigation for South Boulder Creek got flushed down the
figure out how do we do neighborhood level mitigation including those downstream benefits
neighborhood level flood mitigation rather than mitigating the buildings for the construction of the buildings
we've been doing flood mitigation on Goose Creek since the 1980s so the 1980s to the early 2000s
WE ARE STILL GOING TO MAKE THIS BUILDING AS RESILIENT AS POSSIBLE PULLING ALL ENTRIES
THE PROPERTY IS IMPACTED BY THE HUNDRED YEAR FLOODPLAIN AND HIGH HAZARD ZONE OF BOULDER CREEK
BUT LET'S START WITH THE FACT THAT WE ARE STAYING OUT OF THE FLOODPLAIN
PLAN REVIEWS THAT STAFF HAD SOME ISSUES ON FLOOD ISSUES ARE VERY BIG DEAL
THAT WOULD BE COMPLETELY PROHIBITED IN TERMS OF COST BECAUSE THAT WOULD BE IN THE FLOODPLAIN AT THAT POINT IN TIME
AND IT TURNED OUT TO BE UNDER CAPACITY FOR POTENTIAL FLOODS
so we often get development proposal site reviews that include development in the hundred-year plane or we look at proposals and we're reassured
so the flooding experience there in 2013 would not be indicative what we'd expect in a 100-year floodplain
