and really figuring out how to fit this in and these historic assets with our entire capital improvement program
Prior was actually seeing some of the projects that we're talking about. And so post cip finalization.
I just wanted to give a quick overview on the capital program again.
We do have an increase in our capital overall. Capital improvement planning.

We've actually already allocated the funds for the design portion of the project that was completed in previous previous cips.
before we get into the projects themselves, I did want to touch base on cost escalation.
So just as an overview on the agenda again, I'll talk through just really an overview on the capital improvements.
What we're asking you to approve tonight is really the one year Cip, since that is the appropriation.
anticipate bringing you a brief item at your July meeting to get input on sites that will align with our capital improvement plan

So for the cip that'll be in June, the month prior you'll have a discussion item on that topic
What you see in you want is we do put together a 6 year plan, and you're going to talk about that tonight.
So you'll see that tonight, starting to rebuild our cip here with that 6 year outlook and a little bit beyond that.
we would bring forward some of the capital improvement projects that are ready to go as part of that
bring forward individual design and construction projects as part of our capital improvement program
June we usually dedicate solely to the cip
But within the capital projects themselves we need a contingency based on the level of engineering we do have.
So it's more of a capital improvement fund not used to support anything operating.

rolling that into that cip plan. And then looking at that annually and getting that the treatment recommendation section, the update.
it's going to follow into our cip program and our budget accordingly.
big big thinking about how to fund capital projects is coming so you'll have a minute or a couple hours
a group of capital Improvement projects that are really important to us
the amount of work that we do around implementing the our capital projects from design and construction standpoint
and then concurrent with capital projects that will be kind of as those capital projects arise

we have to public hearings, one about the capital improvement program
the consolidation of individual line items focused on local streets
the presentation of the 23 to 28 transportation and mobility department capital improvement program
to look at the co at the capital improvements projects it sounds like you're doing too much planning and too little action
we are CIPS comprised of both programs and projects with programs representing
the capital improvement program provides funding for us to be able to undertake projects
our second of three discussions about the 2022 to 2027 capital improvement programme
every year in our budget process we bring forward a six-year capital improvement program
when we're dealing with a big capital improvement that we tackle those things ahead of time
we have typically had our capital improvement plan or cip on a slightly different track than our operating budget
then uh our other kind of key work programs are implementing our key capital projects and i i couldn't list everything
supportive of the project through the cip so i think that's what that's what we mean by that
current cip plans include projects to maintain well both the east boulder community center and the north boulder recreation center
using the industry benchmark of two to three percent uh of current asset value for cip
we anticipate that pro number to go up through their cip process
he'll be supporting this project and and all of our major cip projects
this tool will be used by city staff to develop future work plans capital improvement planning
and inform planning and funding of our capital improvement program for years to come
162 million in Capital Improvements clearly there is money in there to take care of the library
and being able to match those with some capital improvements
will help guide changes to development, standards and zoning and inform planning and funding of our capital improvement program for years to come
align that process with our 2023 to 2028 capital improvement plan development
we'll do capital project rollovers and encumbrances at that point that's a big part of it
and their desire to do uh capital improvements to the building
So this tool will be used by city staff to develop future work plans capital improvement planning and develop partnerships
seek efficiencies where you can don't build something if you know you're going to come back and rebuild it
it might be something that has to be even added to the capital improvement projects of the city
process that we subject our capital improvement projects to to make sure that they are consistent
focusing on ongoing capital projects that can pick up again and honing in on foundational systems
we have line items within the capital improvement program specifically identified for vision zero enhancements
trying to trying to find intervention mechanisms for you know larger capital projects
there's a number of responsibilities related to the capital improvements program in the budget
2021 34 mentions
the capital improvements and water is is really stressful when we're growing as much as we are
and last capital improvements as i mentioned 162 million dollar budget there major investments
a little over 162.4 million dollar capital budget which represents a fairly significant increase over last year
or would it become a future city capital project, given that the ditch itself is in separate fee simple ownership
these are important dollars for enterprise-wide foundational systems
the majority of the capital improvement plan program is in those two categories of capital maintenance
next we will present the six-year cip program and we'll begin with the definition of cip projects
consistent with the tmp as they implement the capital project side of things
So it's a document that is used by us and capital projects in the transportation and mobility department
we also deferred capital projects and to protect public health
we were not investing in city capital infrastructure the way that we should
the cip and annual budget process are informed by the master plan
Some things that might be boring to others are our capital improvement programs, and so forth
Vision Zero capital improvements, such as the pavement management program and some signal system upgrades
a planning grant that would lead to a capital project could be considered a capital related to a capital ineligible for funding
in other words a lot of those beneficiaries were not capital projects
the question of extending the 0.3 percent sales and use tax for capital improvements for 15 years
that's typically paid with just our typical funding sources that we do all capital improvements
20.5 million dollars in backlog maintenance and 177.9 million dollars in unfunded capital projects
adjusted for updated 2021 capital expenditure goals based on updated cip information through 2027
with 15 Millions maybe we can do a hybrid we can do both we can fund small projects and big projects
I want to make sure that we are robust in our listing of Capital project
so the main purpose of tonight's presentation is really to review the city's unfunded needs
every year when we do our budget the capital improvement projects are a huge element across all of our utilities
it is it is part of their cip planning
if not then we'd anticipate prioritizing these improvements alongside other intersection improvements in town through the cip
we started in 2011 with our 49 million capital improvement bond this was a hundred projects throughout the city
i don't know exactly what the committee envisions for which ones are already covered by cips and which ones aren't
we do think that we could have some cip dollars designated to it
decisions around our capital improvement plans for our district owned assets in the downtown
in the Parks and Recreation 2021 CIP we are funding the development of a Boulder Creek Management plan
continued work around the aging infrastructure and capital improvement projects for utilities
to prioritize the capital improvement program procurement of goods and services from local minority-owned
recognizing the capital improvement program finally as a tool to advance equity and resilience
2020 26 mentions
how do we prioritize investments how do we focus on those capital improvements
so that we could also use that funding for other Capital Improvements and and for other Parks uses
so just one slide on the capital Improvement program
it would have to be included in a capital improvement plan to build the bridge
funding for a bridge over the creek would have to be included in a future capital improvement plan
the most recent capital improvement plan includes 1.7 million dollars for the design and construction of this north boulder branch library
in the capital Improvement projects there was a line about continuing payment support for Hogan pancost
for the 2021 to 2026 CIP funding this is the break down by department
the CIP program is a comprehensive six-year plan for the capital investment in maintaining and enhancing public infrastructure
the majority of the increase related to capital projects that we had
the first important um thing on the timeline here is the CIP plan we'll go to the planning board
balanced approach between looking at the postponing Capital Improvements and you know unfortunately making some Personnel reductions
we did identify approximately 6.3 million dollars of capital projects that we could defer
identifying who pays for what including property owners and other taxing mechanisms or city um CIP improvements
a couple slides just super quickly on the cip the capital improvements program
so if you will we sort of blend our cips together so they could all go towards something like south boulder creek
they fold in rcips into their cip and so there's money that's being put aside um for the big projects
we're going to have to re-look at some of these capital projects that we've delayed and really think about
at that time 73 delaying capital projects 66 reducing operating delaying equipment purchases hiring freezes
THE IDEA OF REDUCING SALARIES FOR MANAGEMENT EMPLOYEES IS ONE OF THE THINGS THAT WE WILL BE DISCUSSING ALONG WITH THE POSTPONING OF CAPITAL PROJECTS
MADE HER OPERATING CAPITAL PROJECTS ON LOOKING AT WHAT PROJECTS MIGHT BE ABLE TO DELAY FOR TWENTY TWENTY.
we're not bidding the project right now in the Capital Improvements program
So within our six-year CIP Area 3 is nowhere within that
we have some ability to navigate that in our in our sixe CIP as we're sort of spacing out projects
what we're really asking to do here is a commitment so that we can jump on an opportunity to build new stations
they asked for some capital improvement funds for some needs they believe exists in the boulder Junction area
2019 45 mentions
we're going to be using the 2020 CIP dollars that are allocated towards
we are going to be considerably uh decreasing our acquisition uh uh uh uh funds for CIP
these need some sort of funding commitment they've been in the see the capital improvements plan for a very long time
we need to figure out a way over the next couple of years to fund the capital improvements that we need
we have the capital improvement plan and then we have the operating budgets and we kind of look at those separately
our most recent major Capital Improvement project The Carter Lake pipeline from the time we got approval through design permitting and construction
WE'RE LOOKING VERY CRITICALLY AT OUR CAPITAL PROJECTS IS A GO FORWARD AND TRYING
EASILY USED BY THE LIBRARY IS A CAPITAL IMPROVEMENT SEE A COUPLE OPTIONS WITH REGARDS TO THIS
CAPITAL IMPROVEMENTS PROGRAM AND THERE IS A PLAN THAT WE PRESENTED BACK IN AUGUST
THINK ABOUT IT AND LOOK FOR CIP FOR. TRANSPORTATION
I JUST WANT TO OFFER CAUTION ABOUT USING RESERVE FUNDING FOR CAPITAL PROJECTS
SO THAT TWENTY TWENTY TO TWENTY FIVE CAPITAL IMPROVEMENT PROGRAM
ADDING IN THE TWELVE HUNDRED CAPITAL IMPROVEMENT PROJECTS THAT ARE INCLUDED INTO OUR
PHYSICAL PROJECTS CIP PROJECTS ARE REPRESENTED IN THAT MAP AND SO ALL THE PROJECTS FROM THE LOW STRESS
in 2020 we have about four point seven million dollars dedicated to continuing hoga and Pancoast payment fiber backbone CIPS
you can see the CIP fluctuates based on timing and availability of dollars and just project timing and so the spike in 2222 reflects large projects
the CIP is a comprehensive six year plan for capital investments and maintaining and enhancing our public infrastructure
will inform Capital Improvements planning after the area plan is adopted staff will develop the implementation plan
to bridge that gap between broad policies in the comp plan and site specific project review and capital Improvement planning
THERE'S ALSO THE POTENTIAL TO BOND AND INCREASE OR CIP BY A MILLION DOLLARS
YOU CAN ACCELERATE YOUR CHAIR ON STRATEGIES AND INCREASE YOUR ANNUAL CIP BY ABOUT HALF A MILLION
WE WOULD DO A MORE DETAILED ANALYSIS DESIGN AND CONSTRUCTION AND FUNDED THROUGH THE CAPITAL IMPROVEMENTS PROGRAM
the primary purpose of that project is to reconstruct the pavements to improve the overall condition
the north uh broadway reconstruction project are we going to be reviewing that as a council at all
a capital improvement project in 2012 that cost around 10 million dollars now costs almost 15 million dollars
during our budget process we all staff get together and they throw in what CIP projects do you want to do this year
being able to predict our CIP for example in our operating dollars over the next three to six years
majority of the hundred and fifty six million dollars is CIP and a large portion of that is in the utilities funds
funds that's due largely to capital project carryover the general fund as you can see in 2016 and 17
that's actually phased and scheduled with the money in the CIP in upcoming years
included in the city's annual CIP then starting in 2022 we would start making payments on a bond
FORTUNATELY WE ARE LITTLE BUFFER WITH HAVING SOME CARRY OVER IN THAT ACQUISITION CIP
AND FUN FUN AT THE CIP LEVEL EVEN THOUGH WE MAY NOT USE AT ANY GIVEN YEAR
SO WE ARE AT AROUND A TEN MILLION DOLLARS CIP PROGRAM THIS YEAR GOING TO TWENTY TWENTY
WE HAVE IN OUR CIP REQUEST FOR RELOCATION OF THE PRAIRIE DOGS ABOUT MOTT PARK
TO SPEND ABOUT FOUR HUNDRED THOUSAND DOLLARS IN OUR CIP AND BRING THAT STAFFING LEVEL UP
WE DO HAVE SUFFICIENT MONEY IN OUR CIP REQUESTS
WE ALSO IN OUR CIP DON'T HAVE ANYTHING FIND IT I DON'T NECESSARILY SEE IT AS A REIMBURSEMENT
SO IMAGINE THERE'S GOING TO NEED TO BE SOME CAPITAL
WE WOULD INCLUDED IN OUR CIP AND UNDERTAKE THAT WORK AS SOON AS POSSIBLE
that's like a CIP almost right it's like we need this capital improvement in this part
THE INCREASED COSTS WOULD NEED TO BE INCORPORATED INTO THE BUDGET AND CIP PROCESS
or is a part of the annual CIP process I think it'd be great for us
the Planning Department coordinates master plans in the CIP is that important link between infrastructure
advocating for additional capital improvements within Boulder Junction hmm and including the the bridge
2018 28 mentions
this is to implement services or capital improvements when additional funding is available
traditionally a big renovation like that we don't fund out of an annual budget right
when we look at the CIP as well as we look at our budget every year
THE CAPITAL PROJECTS THAT EXPAND AND ENHANCE OUR SYSTEM
IS THAT A CAPITAL IMPROVEMENT PROJECT THAT IN TWO THOUSAND AND TWELVE COST TEN MILLION DOLLARS
A COUPLE OF CAPITAL IMPROVEMENTS THAT WE'RE LOOKING AT INVOLVING PROTECTED INTERSECTIONS
this project is not in the six year CIP
we included capital costs as well as what it would take to operate certain types of amenities
we have to recommend on the CIP for every single Department in the city so we have a big CIP process
the CIP is one of the implementation tools of those city master plans
the CIP provides a forecast of funds available for capital projects and identifies all plans CIP projects
each year the city revisits its capital improvement program or CIP to plan for the city's future capital investments
WE'LL INTEGRATE THE PLAN INTO THE TMP INVESTMENT PROGRAM AND PROGRAM IMPROVEMENT IN TO THE CAPITAL IMPROVEMENT PROGRAM
OR SHOULD THE CITY MOVE FORWARD WITH ITS CAPITAL PROJECT AND NEED TO MODIFY THAT ACCESS
ADVISE COUNTS ON UTILITIES CAPITAL PROJECTS AND MASTER PLANS INCLUDING REVIEWING ALTERNATIVES
IN PUTTING TOGETHER OUR CIP PACKAGE A COUPLE IMPROVEMENTS PLAN PACKAGE HAD SIMILAR QUESTIONS
THEN CONSTRUCTION OF A BACKBONE WOULD BE ADDED INTO THE TWENTY NINETEEN ON AND FORWARD CAPITAL IMPROVEMENTS PROGRAM
WHICH WE COULD FUND THE CONSTRUCTION WITHOUT A LONG TERM DEBT ISSUANCE
would the plan be for us to start looking at possible 30th Street projects in the 20 budget
over the normal CIP process how long does what's the range by which this would actually come to pass
THE LARGEST PORTION OF IT CARRYING OVER FROM CAPITAL IMPROVEMENT PROJECTS
just aligning the CIP in the budget seems to make good sense
our capital improvement program budget in our operating budget are really on two different timelines
one of the things that I know is a huge goal and something that we are personally very happy with is this capital improvement program
the Transportation says CIP reductions prioritized do we have a specific list of how it's been reprioritized
the way that the CIP is programmed right now is is it's positioned to really give us a lot of flexibility around whether we get grant funding
we will be evaluating the hospital deconstruction and the medical pavilion renovation costs during the 2019 operating and CIP budget development
we'll be addressing that through our regular CIP process this year
2017 8 mentions
the capital budget that you saw last month was 120 million it's now about a hundred and eleven million
thinking about the capital projects as they're moving forward in a coordinated way
we use a set of guiding principles to guide the citywide development of the capital budget
the six years CIP is both a planning and a financial guide to our city's capital assets
the first reading of the ordinance for the capital improvement projects and our finance
this year the CIP doesn't include any new language around that
the Planning Board will be seeing much more in the upcoming CIP
that spells out our whole process for master planning and capital improvement planning
2011 3 mentions
so the vision zero capital projects could be a bit more encompassing to include Standalone Vision zero Capital project efforts
the primary focus of our Capital Improvement program has shifted from onetime enhancement um Standalone type projects
next we will move move uh to the public hearing uh about the transportation Capital Improvements project
