I could foresee you know with the working groups work with that community that a recommendation to Annex San Lazo
my other question is about um annexation of um the mobile home parks
we anticipate that cu boulder is going to submit revised annexation application materials in early october
when this gets upon approval of annexation um does this open that this 1.6 acres remain in area 3
the second reading of ordinance 8414 annexing the 4.87 acre parcel at zero airport boulevard
approximately six of those acres are proposed to be annexed the site consists of two unplotted parcels
to develop the property as proposed the property must be annexed to the city and zone for industrial development
tonight's for your consideration is the annexation of two parcels generally located at 5600 airport boulevard
if the CU South doesn't hit the signature amounts then um there is a a ongoing process around the annexation
which is both you know it's about annexation and it's partly administrative
we will have a continued discussion about CU South annexation that's on our work plan
There was discussion about the need to address transportation connections and the annexation agreement
in which the city could Annex those properties should we choose to
so the next Milestone on the annexation side is roughly end of year and it's more or less a term sheet
the next big step is working towards what we're calling a draft annexation framework
we've got South Boulder Creek annexation running along
I think we have time you know I don't for annexation to do a study session later
like what do the public want to see as far as the clarity of what we'll know going into the annexation
so annexation won't have a decision point in May annexation is going to be an ongoing process
there's a area to land that we could annex and we could write a specific zone
by not knowing what we're annexing you just don't know what you're going to get
I don't think there was a commitment to Annex um because we weren't sure the flood was going to work
the university did submit an application to the city of Boulder for annexation in February of 2019
it looks like all of them have a verb except first to use self annexation and South other Creek flood mitigation
no change to see you South annexation South Boulder Creek flood mitigation
I think we'd certainly discussed the annexation update but also looking into these options
getting a sense from you of what you would like us to bring back from those discoveries in terms of annexation status
then the university has recently resubmitted its annexation application

map changes to reflect annexations that have occurred so things that don't require extensive Community engagement
you would still need to then meet all of the annexation requirements in state law one of which is conu it
so that um we don't have um annexation Wars um between uh neighboring communities
annexations in general you know there are legislative process to make geographical changes to municipalities boundary
which of course has an asterisk next to it and a whole annexation issue in our plan
we have ratcheted up the middle income requirement for annexations as a result of the strategy
THE APPLICANT IS REQUESTING ANNEXATION BY PETITION AS PROVIDED BY STATE LAW.

THE ONE OF THE NICE THING TO ANNEX A ANNEXATION AGREEMENT IS IT SO IT'S AN AGREEMENT
ALSO HAVING A HEARING ON THIS MATTER FOR THE ANNEXATION WHEN THAT SCHEDULE FOR
I wonder if as part of sub Community Planning we have I know some people don't want to be an X but there's probably an invitation in a subject community plan to invite those
HOWEVER THIS WAS EASY PART THE FIRST EIGHTEEN MONTHS AND BRING ALL THE RESIDENTS ALONG
THE FINAL STEP IN THE ANNEXATION PROCESS SOAP COUNCIL IS CONSIDERING ON SECOND READING
THE ANNEXATION AREA INCLUDES THE NORWOOD METROPOLITAN DISTRICT AS WELL AS ONE FIFTY CREAMER DRIVE
because annexation there are a number of communities I think Columbine is one
before annexation agreement hearings to continue to explore ways to kind of get in writing

IT WOULD BE A MORE SUBSTANTIAL CONVERSATION AROUND ANNEXATION TERMS
THE UNIVERSITY SUBMITTED AN ANNEXATION APPLICATION FOR THE SITE
we have the ponderosa annexation coming up to planning board and then city council in the fall
one of the biggest areas that we have not brought in there where they're doing an annexation election very shortly
as those enclaves annex into the city so typically investor-owned utilities and municipal utilities have annexation agreements

I JUST WANT TO ENSURE THAT THOSE PARCELS ARE GOING TO BE GIVEN THE SAME DEVELOPMENT RIGHTS
IN THIS CASE YOU DON'T HAVE THE TERMS AND CONDITIONS OF ANNEXATION ALL YOU HAVE IS THEIR PETITION
IS THIS ANNEXATION IS A LITTLE DIFFERENT THAN OUR NORMAL ANNEXATION ZAHN THAT THIS WILL BE AN ANNEXATION BY ELECTION
to nailing down a clear timeline for annexation agreement and flood mitigation project completion
continuing alongside the cu south annexation efforts we feel fortunate
flood mitigation and annexation is definitely on the
the owners of this mobile home park have not applied for annexation and it's not an enclave

there can be no flood mitigation unless there's annexation
and Ponderosa is under annexation or becoming it by the first
THE CONDITION OF GETTING THERE IS THAT WHEN WE ASK THEM. TO ANNEX HE WILL ANNEX AND HE ISN'T DOING THAT
BUT THAT COULD BE DONE AS PART OF THE ANNEXATION PROCESS WITH THE ANNEXATION PETITION
WHAT WE ALL AGREE TO ALLOW. ANNEXATION AGAIN
THE PROJECT WOULD REQUIRE A LAND USE DESIGNATION CHANGE AS PART OF THE ANNEXATION
ITEM FOR REVIEW TODAY IS A PROPOSAL FOR THE ANNEXATION OF THE PONDEROUS TERM MOBILE HOME PARK
WE'RE GOING TO HAVE TO MAKE SUBSTANTIAL CHANGES TO BE PART OF THE ANNEXATION AGREEMENT

NOW KIRK ANNEX RESPONDED LITTLE BIT MORE BAY AND WE DON'T KNOW THE DEGREE TO WHICH THERE WOULD BE INCREASED DOWNSTREAM FLOOD BENEFITS
WE WOULD PROCEED WITH THE ANNEXATION CONVERSATIONS DURING PRELIMINARY DESIGN.
THE ANNEXATION AGREEMENT IF THE FUNDAMENTAL ISSUES ARE NOT RESOLVED
CONSEQUENTLY ANNEXATION SHOULD WAIT UNTIL FUNDAMENTAL ISSUES ARE RESOLVED.
IT WOULD PROBABLY BE PART OF THE ANNEXATION CONVERSATIONS.
NOTABLY THIS INCLUDES AN ANNEXATION WHICH MEANS IT WILL COME BACK BEFORE US
we said several of us on council said we're not interested in any annexation if you have any dist displacement
