related to the proposed Alpine Balsam Redevelopment project at 1100 Balsam Avenue and 1155 Alpine Avenue

that similar to Alpine Balsam right that that's quite a jump from where um I thought we landed as a community

Boulder Junction phase one and Alpine Balsam were the first two areas where the form base code applied

for this, you know big Alpine balsam lot of neighbors are going to be impacted.

and so that's been a lot of the consideration um going into Alpine Balsam

a lot of the Genesis of our work uh to consolidate services on Alpine ballson started almost a decade ago

for the Western City campus and the whole Alpine balsam redevelopment

I have a quick question regarding facilities and the Alpine balsam. Western City campus implementation.

The Western city campus, hub, or Alpine balsam is a direct result of that plan as well.

And we are looking at that idea, especially as we balance that Alpine balsam campus.

The way we wanted in Alpine balsam, we were largely create.

This is the city of Boulder Western City campus this is part of the broader implementation of the Alpine balsam area plan.

It's the Alpine balsam project, the city buildings.

the Alpine balsam public art, which is a million dollar call for public art, which is tremendous.

One of the things is certainly Alpine balsam that's going to be coming up.

Alpine balsam is going in there. They're going to be more and more pedestrians in that area in the near future

They're renovating that new city campus. We have at least 8 possible locations for public art.

the freaking drugstore at Alpine Balsam you know we're we've got a deficit of these Services

I'm also beginning to have some concerns about the cost of the Alpine Balsam project

it's not that easy to get to the Alpine Balsam with our existing Transportation

it's $1 150 to $200 million estimate uh just for Alpine Balsam

when you've got Alpine balsam building up so big you're gonna have so much more activity in that area

that's what you've got to look at at Alpine Balsam coming up.

which was recently updated to include guidance for the Alpine Balsam site so this project includes two major components

some significant Investments for Alpine Balsam utilities uh and transportation

I also expect us to call up a lot of Alpine Balsam

the Alpine Balsam site a portion of the site is in an existing PUD

the Alpine Balsam site is going through a form base code review right now

at Alpine Balsam for example do 4 500 square foot places that have one washer dryer for nine people

as we've outlined for Alpine Balsam is thinking ahead to potential Debt Service or partnership

there's a total of 18.3 million included in the 2024 budget for the Alpine Balsam Balsam development

as it relates to the Alpine Balsam Western City Campus Project

We did the area around Alpine balsam, knowing the impact that that development with both affordable housing market rate and the new civic center

we also tapped that resource for Alpine Balsam so anticipating some Debt Service

we own Alpine Balsam site and we're going to have a big development there

And then people talked about the Alpine balsam.

So Alpine balsam will be phased over. So in the next several years we'll see the design for that campus come out

the staff are going to be moving to the Alpine Balson complex.

they're just trying to implement the Alpine balsam area plan as it's been adopted through the public process

the Alpine balsam area plan was adopted after a lengthy public process to determine what we wanted for that site

we started talking to their consultants on the Alpine balsam form base code from lessons learned

rh7 is a very small area that's in Alpine Balsam that's in the process of actually getting designed

such as Alpine balsam and taking all the trade offs of just you know the electrical has to be redone there

funding to support the site development and horizontal infrastructure of the Alpine Balsam development

master plan implementation and financial strategies or Alpine Balsam at this time I'm not seeing any hands

one in the west at Alpine Balsam and one in the east at our current Municipal service center

be providing an update on Alpine Balsam and we're going to use that as an example of this financial strategy in action

governmental Capital fund to support continued development of Alpine Balsam and the Western City Campus site

and now there's Alpine Balsam no drugstore oh we don't want any drug stores in Boulder

It's significant that it's assuming the whole site, which is that's a good reception at this moment.

with the development of Alpine balsam, which is going to put 300 units, or whatever of housing directly adjacent to the park

with the deconstruction of Alpine Balsam becoming more apparent to people that drive up and on Broadway

under housing we'll be partnering as we are on the Alpine Balsam development we're co-developers

the argument made was made on Alpine balsam that we shouldn't even have one parking space per unit

If you look at things like Alpine balsam, that the city has approved is already above that

ongoing planning associated with the implementation of the Alpine Balsam area plan

continued implementation of our facility's master plan including development at Alpine Balsam

the build out of the Alpine Balsam campus that's on the capital side but if there's a significant City investment on that site

also included is alpine balsam implementation for western cub planning and flood mitigation will also include appropriation

plan and alpine balsam area plan including the alpine balsam site and western city hub development

we also want to highlight the project at alpine balsam and implementation of the facilities master

and we aren't producing the kind of housing, that we should be at Alpine balsam should be Martha housing

we talked about the consolidation of city services to Alpine balsam and also the municipal Center

we're growing alpine balsam on a basis of of transit oriented development which is not happening anymore since the virus

what happens is like with alpine balsam the same thing um we bought it for 40 million now we've put a hundred million into it

that's the renovation of the alpine balsam pavilion

we have the prospect of that at Alpine balsam

but also further, as I said, connecting Alpine balsam so I have sent an email we've been doing.

and also connected in with a similar all modes of bike pad improvements related to Alpine balsam.

deeply involved in the Alpine balsam area plan, as well as the comprehensive plan update

that that is captured in the form based code directly from the Alpine balsam area

any questions about Alpine balsam what's being proposed, and why

if this is community benefit at Alpine Balsam well you're failing right you know let me know at least what's happening

so over at alpine balsam we would remove roughly six buildings

we've had you know council meetings really focused on alpine balsam

the exception to that statement is when it's something like diagonal plaza or alpine balsam

can do alpine balsam and keep the shell and repurpose at that place

numerous Boulder Valley comprehensive plan updates the Alpine Balsam vision and area plans the North Boulder subc community plan

the area plan for alpine balsam um and introduced a discussion draft of the foreign base code

july is going to be the alpine balsam form-based code so that's one of the projects that's taking up my time

what are you gonna do about alpine balsam coming up you know like that hospital should not be taken down

consultant's presentation on the development at alpine balsam where that uh hospital used to be

of alpine balsam hospitals that's like unbelievable so where's the ab on these issues to the city council

I would love to live in Alpine balsam. project

We don't need more funds, and if we allow the zoning flexibility, so we can't use the arguments Oh, we just don't have the money we showed it Alpine balsam.

uh such as Alpine Balsam but what this shows is we originally expected to draw down about 9 million

so the Alpine Balsam area was added as well as the rh3 zoning districts

how we may deploy microgrids to our projects at alpine balsam and chautauqua

we have had kickoffs um for our alpine balsam project so looking at our energy infrastructure opportunities there

whether through area plans or Adu reform or by means of specific projects like Alpine Balsam or the Armory site is occurring at a slow and very costly Pace

Alpine balsam and how those can play in supporting the Community during fire events and air quality concerns

as a reminder of what the area plan says for each of these parcels

the alpine balsam property and its history the city purchased alpine balsam in 2015

And just so you know, I'm the project manager for the rezoning of alpine balsam

Alpine balsam is coming up for rezoning so I know that's going to happen

the first phase of public art around alpine balsam and the the community engagement related to that work effort

as it relates to the facilities at alpine balsam and now we've stepped back to the broader view

the top three priorities first is alpine balsam implementation uh and continuing the work there

Item B is changes to um the city-owned properties at Alpine Balsam

things like alpine balsam don't even make it into Attachment A which are the things they're going to implement

we also had already undertaken a analysis of the um feasibility of uh the Alpine Balsam project

it is having gone through Alpine Balsam and putting out massing studies that don't have some kind of decorations on them

there's this final trch of funding for the design of the Alpine Balsam Redevelopment

that's the um Alpine Balsam rent Rehabilitation project that we're anticipating to issue some debt

it also added the alpine balsam site it also put a sunset date on the map

and I talked about sh talk Alpine Balsam and then Excel will of course share data with the city

we're also looking at making Alpine Balsam Net Zero Energy for for the 9 acre new mix use

Alpine Balsam city owns that put a bunch of homeless housing there

In combination with places like the Alpine balsam or other areas

And an option could be is because some people thought about swapping lands and I thought about alpine balsam

the first is the Alpine Balsam Hospital deconstruction

we will be considering um land use changes to reflect as I mentioned the adopted area plan at Alpine Balsam

you need to be dealing with things like Alpine Balsam right now this is a solution looking for a problem

AGAIN THIS HAS BEEN UPDATED TO INCLUDE ALPINE BALSAM AND ORANGE THREE ZONES

not to be forgotten is the final approval of the Alpine balsam area plan which reflects many community values

I'll just read them through real quick Alpine balsam Cu South the use tables

and also the Alpine Balsam County participation subcommittee so I would make one comment about that

I think of Alpine Balsam as an exam sample of that how are we going to reach that goal

we're testing them out on Alpine balsam on a huge scale when what we could be doing

SO IT WAS ALWAYS OUR ASSUMPTION THAT IF COUNCIL ADOPTED THE ALPINE AREA PLAN WITH THIS HEIGHT MAP INCLUDED

AT THE ALPINE BALSAM AREA PLAN WHICH IS SHOWN HERE ON THE MAP NORTH OF DOWNTOWN

SO WE HAVE ALPINE BALSAM WE HAVE MANY BENEFITS OF THE WEIGHT NOW

when we were talking about what was the meeting last night Alpine balsam and everybody was talking about

we had some things come up with our representations to staff Alpine balsam

and how does something much less contentious Alpine balsam I wasn't there for anything no I think some of you were there

I WAS TALKING TONIGHT ABOUT ALPINE BALSAM AND THE AREA PLAN SHOULD NOT BE DEFERRED

IT'S ALSO CONTROVERSIAL THEY SAID THAT WE ARE A LOT PEOPLE NOT HAPPY ABOUT THE FOUR STORY BUILDING

consider the least restrictive least restrictive area plan possible uh that keeps human scale signs on the table

perhaps the solution would be to add add a moderate amount of two and three story housing at the Alpine Balsam site

acknowledging that the current site is home to a large Hospital adjacent to a treasured retail Center

we're gonna be having a hearing on Alpine Boston on August 27th but we can't have a hearing if the traffic study is grossly mistaken

wanted to talk about the traffic study for Alpine balsam I've been to a lot of the meetings

period for alpine balsam that we're going to cover tonight so we're gonna need a staff update board questions

we've been asked to keep on the table this option of boulder county relocating from there iris and broadway campus to alpine balsam

this is the open comment period for all things other than Alpine balsam area plan

ALPINE BALSAM AND THE DEVELOPMENT OF WHATEVER CITY FACILITIES WILL HAVE THEIR WAY TO GET SOME NEW NUMBERS

a gender review I think we have one small change and it's just that before the alpine balsam plan discussion

we're promoting the maximum you know strong housing emphasis for that site

i want alpine balsam to include housing that permanently maintains the middle that preserves neighborhood character

for a committee update on Alpine Balsam just to kind of update everybody on all the gyrations that have been happening

there's been a lot of kind of volatility with alpine Balsam and what's happening with that process in Council

and this relates to Alpine Balsam oh sorry haven't been directly involved but I'll give you

whether or not we were going to be moving forward with Alpine balsam and the hospital deconstruction

Alpine balsam is like something that really needs to be thought out very carefully and the reuse value

what I wanted to talk to you about today is deconstruction of Alpine balsam and it occurred to me in talking to

in 2015 council made another legacy decision to purchase the Alpine balsam site

whether city services consolidate at Alpine balsam or another property there are several benefits to consolidation

the original purpose for purchasing the Alpine balsam property so in response to these questions

our council has raised some questions about some costs related to the Alpine balsam site

there are two members of the housing advisory board that have attended joint board and Commission work group for Alpine balsam

is a consideration to sell Alpine balsam as it is to a commercial developer

WHEN WE THINK ABOUT LOOKING AHEAD TO ALPINE BALSAM

using them for the parking garage for the it's just Alpine balsam and the upcoming broadband issue

regardless of I don't disagree that we should be looking closely at Alpine balsam because it's a huge you know contributor

we need to kind of step back a little bit on Alpine balsam and let's see what

I'm looking forward to getting into Alpine balsam and starting to really look at how we as a board vision implementation

the Alpine balsam working what do we call them liaisons are having a joint board meeting tomorrow night

this is regarding alpine balsam development coming out of these smaller living spaces

there's going to be the area plan associated with alpine balsam

when you say including alpine balsam i'm a little confused by that

Alpine balsam is sort of a sub set of this one and as you know

and so perhaps at the Alpine balsam site to address homelessness which of course is an enormous topic

we have to still address Alpine balsam but I think some community planning may be

a motion to create initiative reports on Alpine balsam sub community community benefits

so that would be Alpine balsam Regional Housing and Community Benefit those were the three that we were requested to have a liaison for

to engage with what's happening in else Alpine balsam and see you know what Housing Board wants to move forward there

regarding the potential for Boulder County to occupy some of the space at Alpine balsam

tonight we're gonna have Alpine balsam based on comments at CAC we're going to talk first about the deconstruction and other manners

they're not of a size or configuration that we can do too much with as far as yields so they're personally on hold for this round of scenario building

tonight's event that I mentioned UO I was putting on for Alpine balsam which created a conflict

so we're doing alpine balsam area plan meanwhile

we're gonna be engaged in this area planning for alpine balsam for another nine ten months or so

a focus on the Alpine balsam site will be a major effort in that year

it would become a special committee during the time period of Alpine balsam yes

the request that you'll be considering is to appoint random ideally two members to meet with members appointed from other boards

ABOUT A HALF MILE FROM DOWNTOWN NORTH BOULDER PARK AND THE ALPINE BALSAM AREA IN THE CITY OPEN SPACE

fam has been working alongside the Alpine balsam team as they developed the vision plan for the Alpine balsam site

a consideration of land-use trade-offs for the Alpine balsam site will be necessary to ensure development feasibility while working towards the vision

relative to the vision and the goals for the Alpine balsam site

as we're starting to acquire Alpine balsam sights and new sights in the city

the city's working to redesign the new Alpine balsam site to be consistent with our long-term climate goals

some consulting services associated with Alpine balsam in the Civic area

then we'll have a final deep dive on sub community and area planning with a particular focus on Alpine balsam

will be focused around the Alpine balsam community site the site that we currently own now

will explain the Alpine balsam process that we're proposing

we're gonna need to do a space needs analysis for city facilities projected to go into the Alpine balsam area
